CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Comm. 522: PRESENTATION BY HELBER, HASTART & FEE, PLANNERS (HHF) AND DUNCAN ASSOCIATES ON INFRASTRUCTURE AND PUBLIC FACILITIES NEEDS ASSESSMENT STUDY From Planning Director Christopher Yuen, dated October 31, 2005, requesting the above presentation at the Planning Committee meeting on November 21, 2005. States that the Planning Department has contracted with consultants from HHF in Honolulu to conduct an Infrastructure and Public Facilities Needs Assessment Study for the County of Hawaii, and that HHF has subcontracted with Duncan Associates of Austin, Texas, who specialize in infrastructure financing and impact fees. In addition to a short Impact Fee 101 presentation, the Department will share their timeline and policy issues that need to be addressed. Comm. 526: A RESOLUTION AUTHORIZING THE DIRECTOR OF THE DEPARTMENT OF (Res. 201-05) PUBLIC WORKS TO REMOVE ONE MANGO TREE FROM THE POHOIKI GROVE OF MANGOES DESIGNATED AS EXCEPTIONAL TREES FOR CONSTRUCTION OF AN INTERSECTION AT PAHOA-POHOIKI ROAD AND KAIMU-KAPOHO ROAD From Public Works Director Bruce McClure, dated October 24, 2005, transmitting the above resolution. The project involves realigning about a half mile of the Kaimu-Kapoho Road in order to bypass an area that is sinking almost an inch per year. The area has become increasingly flooded during high tides, making the road difficult and costly for the County to maintain. Designated an "exceptional tree," which is protected under the Hawaii County Code, Article 10, Section 14, this tree is directly on the centerline of the intersection, which cannot be shitted without severely compromising the sight distance and efticiency of the intersection for larger vehicles, such as boats hauling trailers. ffax~ai'i Cnunh~ is cm Equa!
