The Downtown Visioning process has been an eye-opening and valuable experience for the Planning Department. We have been a partner in this most organic community-based Vision process from the very beginning. Most importantly, we have learned that developing partnerships between government and community, collaboration, and building community leadership capacity is the key to a successful community planning process. As the Planning Department begins our Community Development Planning process in Kona and other communities, we move forward with this new mindset and perspective. The Friends oCDowntown Hilo Steering Committee have worked hard and volunteered countless hours during the last 17 months to help develop this plan. This document reflects an organic process that has evolved into creating a Vision and a Living Action Plan for Downtown Hilo. TO; pt Raf, Uate NnV ~ ~~T Honorable Angel Pilago, Co-chair Honorable Pete Hoffman, Co-Chair Hawaii County Committee on Planning Page 2 October 25, 2005 The Planning Department has been identified as a Lead Solution Partner in the plan and we are committed to working with the community on identified actions and to explore new methods to increase citizen participation in the planning process. We will again be exploring new territory as we move forward into Implementation. We have to admit, that this is unknown territory to us and we are still learning. However, we are excited about this next phase and look forward to the challenge of working with the new Implementation Committee that will guide and carry the torch to keep the Envision Downtown Hilo 2025 plan alive and living.
