In January 2003, we underwent a vigorous strategic planning exercise Leslie Takayama under the superb guidance of Jane Testa, CoH, Research & Development, where we developed new goals and strategies -hoping to bring more definition to our organization. We developed a new mission statement and vision, as well. (Our mission statement is noted at the ADVISORS bottom ofthts letter.) Diana van De car As part of our newly developed goals and strategies, we asked to recreate the old Hilo Attorney Redevelopment Plan. Rather than build on the old, the Planning Department, CoH, suggested the community-at-large be polled and their comments be used as part of a fresh new look to downtown Hilo's future development. The contents of the Envision Hi1o2025 document is the result of more than a year of input and considerable hard work from all involved in its creation. As we expected, the HDIA is primarily responsible for leading most of the resulting actions. Putting together this document has allowed us to take an extended look to the future without having to go through annual strategy and goal setting sessions. We can determine our priorities in tandem with our supporting partners without "staging from scratch" each Lime we undertake a project. Envision Hi1o2025 is the result of numerous hours of input. Approval of its entirety ensures that Hilo undergoes smart growth while experiencing the participation of the entire community. I am the Coordinator for the Hilo Bay Watershed Advisory Group (WAG) and member of the Friends of Downtown Hilo (Friends) steering committee. I have been fortunate enough to be involved in the development of the vision for Downtown Hilo since its inception in March 2004. What were once only ideas and desires, have now blossomed over the last 18 months into a strategic community-wide vision and action plan for the future of Downtown Hilo. This vision and plan have received significant and enthusiastic input and support from a diverse group of community members through six community visioning and action planning workshops led by aworld-renowned planner and futurist. Strong support for the Plan is shown by the large number of community members who volunteered countless hours to be part of the visioning and action planning processes, as well as the many Lead Solution Partners (including the WAG) who believe in the vision and have signed up to make it happen. The process allowed people from all walks of life to provide their thoughts about what Hilo should look like in 20 years and how those ideas could be implemented. Many of those ideas were excellent, many will take a commitment of funding and volunteer help but almost all of them were worthy of discussion and consideration. The process was interesting and enabling to those who participated. The results of the process are what you have before you today. Again, many of the ideas are excellent and many will need funding and volunteer help to implement. I would urge you to agree with this plan by passing it as it has been presented. Although a few of the ideas may not merit the effort or expense of bringing them to fruition, the overall effort by such a diverse group of community visionaries, private industry leaders, government agency participants and those facilitators who are committed to seeing the Plan through is worthy of your favorable consideration. Kudos to Susan Gagorik, Susan O'Neil, Alice Moon and others who put forth the effort to see the process through to the completed Plan for Downtown Hilo that you have before you today. The DRAFT Community-Based Vision and Living Action Plan for Downtown Hilo 2025 truly represents the work of numerous residents, business owners, and those of us from nearby communities that consider Hilo our "hometown". { am inspired by the work that has gone into this project and feel this action plan represents the hopes and dreams for making Hilo a uniquely wonderful community of aloha and sustainability. The project's scope considers all stakeholders: economic, such as business, development, academia and the science community; the environment; those less fortunate who call downtown Hilo home; our keiki and kupuna; the arts and culture; and local and county government. The vision is broad and the possibilities to make Hilo a desirable model of sustainable community living are present in this action plan. Now it takes the leadership of our elected officials to move Hilo forward and actualize the vision.
