To: _ F r'. t: f. ~ o'-~ 1~(OV I ~ ~~5 SAFE COMMUNITY HIGHWAY SAYE"TY PROGRAM QUARTERLY REPORT PROJECT T1~1'LE: HCPD SPEED ENFG,tCEMGN"l~ PROJECT/ SCOS-06 (Ol -H-02) Priority Area: I Area: Speeding The goal of this project is to reduce the member of motor vehicle collisions resulting in fatalities caused by speeding drivers and to enforce speeding laws by: 1. Conducting approximately 100 highly visible speed checkpoints to include enforcement operations targeting illegal or "outlaw" racing in affected districts and during late night peal: illegal racing ter es. Operations to include traffic violations often associated with road racing vehicles. 3. Issuing approximatel~~ 1200 citations for speeding. 3. Issuing approximatel~~ 1200 citations for other violations. 4. Affecting approximately 20 arrests during enforcement efforts for illegal road racing, warrant violations and other offenses. 5. Purchase two directional (same lane tracking) radar units. The Statewide °Craffic Commanders Coalition has agreed that speed enforcement should be coordinated statewide. GRAN"C PERIOD RESt!LTS: (FOURTH QUAR"CER REPOR"f) • Conducted 5 highly visible speeu checkpoints island-wide in the fourth quarter. Total of 2d7 checkpoints conducted during fiscal year. • Issued 33 citations for speeding violations, 0 citations for seat belt violations. 0 citations for a child restraint violation, and 13 citations for other traffic violations in the fourth quarter. Total of 1161 speeding, 19 seat uely 0 child restraint and 693 other citations issued during fiscal pear. Affected 0 arrests including 0 OVU][ arrests in the fourth quarter. Affected 105 arrests, to include 32 OVUM arrests, during fiscal year. • Purchased two (same directional) radar units currently being utilized by the Traffic F,nforcement Unit. • Puchased twu additianal Speed Awareness Trailers currently being assigned to Nest Hawaii. Attained dv~ee of four performance indicators for grant period. The number of speed enforcement projects conducted, speed citations and arrest made were attained. The number of other citations was not attained. Projects focusing on illegal road racing were also conducted resulting in numerous arrests for racing on highway and reckless driving. Sergeant Dexter Veriato. head of the Traffic Services Section, said police will he increasing speed checkpoints islandwide. fhe crackdown on speeding is aimed at saving lives, Veriato said. 1 Ie noted that of the 33 t;ital accidents recorded last year, 20 of them or 61 percent were attributed fully or partly to speeding. "Motorists should be aware that police officers will be nn the lookout for speeders," Veriato said. "We hope this increased enforcement of speed limits will cause motorists to think t~tice about speeding." Veriato said, "Driving and road conditions vary from day to day depending on the weather and volume of traffic. Motorists need to plan ahead and adjust their driving habits to meet changing conditions. "The rule of thumb is: Always plan on giving yourself enough time to get to your destination safely." Sergeant Dexter Veriato. head of the Traffic Services Section, said police will continue their increased number of speed checkpoints islandwide. Fhe crackdown on speeding is aimed at saving lives, he said. He noted that of the 33 fatal accidents recorded last year 20 of them or 61 percent were attributed ftilly or partially to speeding. "As we announced at the first of the month, police officers are on the lookout for speeders," Veriato said. "We hope this increased enforcement effort will cause motorists to think twice about speeding." Veriato offered this advice to motorists: "Since driving and road conditions vary from day to day depending on the weather and volume of traffic, motorists should plan ahead and adjust their driving habits to meet the changing conditions.
