To: Ref. i:a?e 1 r ~nn~ SAFE COMMUNITY HIGHWAY SAFETY PROURAM QUARTERLY REPORT PROJEC"F'CI'I~LE: HCPD RI:PI',AT OFFENDERS PROJECT/ ALOS-02(09-H-02) Priority Area: I Area: Police Traffic Services The goal of this project is to reduce major traffic crashes and fatalities involving drivers with no valid driver's licenses. 1. ~0 checkpoints and courtroom sting operations will be conducted. Checkpoints will consist of traffic enforcement to increase contact with motorists and identify unlicensed drivers. "fhc courtroom stings will consist of plain-clothed officers sitting in the courtroom during traffic court and notifying uniformed officers of unlicensed drivers leaving court and attempting to drive away from the courthouse. 2. (`nations or arrests will be initiated on 100% of the violators contact during enforcement projects. Traffic and regulatory citations will also be issued and outstanding warrants served. GRANT PERIOD RESULTS (FINAL. REPORT): • Conducted 66 checkpoints in East Hawaii for violators of No Driver's Licenses during the fourth quarter. • There were 66 checkpoints conducted for No Driver's License during the fiscal year • There were 17 seat belt citations and 1 child restraint citation issued at checkpoints this fiscal year. • There were 528 citations issued for other traffic violations and 5 arrest at checkpoints this fiscal year. • There were 59 citations issued for fVo Driver's License at checkpoints this fiscal vcar. One of two indicators was met during this fiscal year. More than 66 checkpoints were conducted that resulted in 59 citations for No License and 5 arrests. All operations were conducted in the fourth quarter due to scheduling and other logistical problems, and courtroom stings were nut conducted due to the unavailability of plain clothed officers. Other traffic enforcement numbers remained high however, such as ] 7 seat belt and 528 other citations for traffic violations.
