Your Committee on Finance, to which was referred Bill No. 132, reports as follows:
Bill No. 132, transmitted by Director of Finance William Takaba, via Communication No. 387,
dated August 3, 2005, amends Ordinance No. OS-87, as amended, the Capital Budget, ending
June 30, 2006, by adding the following project:
ENVIRONMENTAL MANAGEMENT:
West Hawaii Composting Facility 110-699-5697.94 $1,000,000
Funds for this project shall be provided from:
General Obligation Bonds, Capital Projects Fund- $1,000,000
Fund Balance and/or other Sources
Funds will be used to develop a legally permitted composting facility at the resource recovery
area adjacent to the West Hawaii Sanitary Landfill at Pu`uanahulu. The facility will provide for
composting of greenwaste and other organics that are presently being disposed at our landfills.
Your Committee heard testimony in opposition to the measure from Donald Leopoldino
Some members of Your Committee were concerned about greenwaste being trucked from Hilo
to Kona.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 132 and
recommends it pass first reading.
