Your Committee on Finance, to which was referred Resolution No. 186-05, reports as follows:
Resolution No. 186-05, transmitted by Director of Finance William Takaba, via Communication
No. 476, dated October 4, 2005, authorizes the Finance Director to dispose of donated lands in
South Hilo, i-Iawai`i, identified by Tax Map Key:(3)2-3-030:004, by either public auction, sale or
lease by sealed bid, sale or lease by negotiations or exchange.
The County of Hawai`i owns a 60.59 acre parcel of land in the South Hilo District, County and
State of Hawai`i, near Kilikina Street.
The property was acquired by the County of Hawaii in 1917 for the purpose of protecting the
watershed for the City of Hilo. The Department of Water Supply has determined that the parcel
is no longer needed as a watershed, and they have no interest in owning or maintaining the land.
The State of 1-lawai`i owns the adjacent land, and they also have no interest in acquiring the land
to maintain as a.watershed. The property requires ongoing maintenance and is not considered to
be a feasible site for future County facilities.
The Director of Finance and.the members of the Land Management Committee consider this
parcel to be surplus and has determined that the disposition of this parcel would be in the best
interest of the County.
Pursuant to Section 2-112, Hawaii County Code, the disposition of real property shall be by
public auction unless there is a substantial reason for disposition in another manner.
Pursuant to Section 2-113, Hawaii County Code, the Director of Finance may dispose of County
property by sale or lease by sealed bids.
Pursuant to Section 2-114, Hawaii County Code, real property may by sold or leased through
negotiations upon finding by the Council that public interest demands it.
Pursuant to Section 2-115, Hawai`i County Code, real property can be exchanged for a public
purpose.

Stanley Iwamoto of the Accounts Division explained that the County would have more problems •
developing this property as half of the property is undeveloped and the other half is in a flood
zone. They will be selling the property as is, so if the new owner wishes to rezone, they will
have to go the Planning Department.
Some members of Your Committee were concerned that the County is selling this property while
at the same time implementing a program to purchase lands for preservation of open space.
For informational purposes, Council Member James Arakaki voted "kanalua" twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 186-05
and recommends its adoption.
