RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO A
AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF
TRANSPORTATION, PURSUANT TO HRS 46-7, FOR A HAWAII COUNTY FIRE
DEPARTMENT LIFTING BAG PURCHASE GRANT
WHEREAS, the State of Hawaii Department of Transportation, has authorized funding for the
Hawaii County Fire Department to purchase six sets of pneumatic lifting bags to support extrication of
victims and the stabilization of vehicles involved in automobile crashes; and
WHEREAS, pneumatic lifting bags have been, for many years, an important tool for the fire
service, in safeguarding vehicle accident scenes; and
WHEREAS, specific uses of the bags include lifting vehicles off victims, stabilizing vehicles in
precarious positions, and moving vehicles to allow access to victims; and
WHEREAS, these bags will be assigned to the Pahoa. Kaumana, Keauhou, Waikoloa, South
Kohala and Kawailani fire stations for which the current inventoried bags are in need of replacement;
and
WHEREAS, the fund provided by the State of Hawaii Department of Transportation are
derived from grants provided by the federal government; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain
the consent of the council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of tine powers granted by law to furnish, expend, and receive any
funds or other assistance in connection with projects being or to be undertaken pursuant to those
powers.

authorized to execute. on behalf of the County, an agreement and related documents, with the State
of Hawaii Department of Transportation, to enable the County to purchase six (6) lifting bags as
described in the Department of Transportation's award letter which includes the Fire Department's
application, attached hereto and incorporated Herein by reference as Exhibit "A".

Dear Chief Oliveira:
Enclosed for your action is a copy of the approved highway safety reimbursement
project No. EM06-04 (OI-H-OI), entitled "Hawaii County Fire Department Lifting Bag
Purchase." A total of $36,000.00 has been obligated to the project.
The grant funds will be used to purchase six lifting to support the extrication of victims
and [he stabilization of vehicles involved in automobile crashes.
Progress reports must be submitted quarterly within 15 days (ending May, August and
November) and a final report must be submitted within thirty days of the end of the
grant period. Reimbursement claims must be submitted in accordance with the
agreement (monthly or quarterly) by the 20th of the month following the claim period.
A claim must be submitted even if no expenditures were made.
The project is subject to the audit requirements of the Office of Management and
Budget (OMB) A-133, Audit of State/L.ocal Government & Non-Ptofit Organizations.
Note [hat the Department/Program Number and Title with which this project should be
associated in the Schedule of Federal Assistance should be associated in the Schedule of
Federal Assistance Programs section of your.single agency audit report are: Department
of Transportation/20.600 -State and Community Highway Safety Program. A copy of
all audit reports covering the grant period must be sent to the Department of
Transportation -Safe Community Program, 869 Punchbowl Street, Room 405,
Honolulu, HI 96813.

Mission and Goal:
(State your mission or goal that the project is trying to achieve. E.g. are you trying to
reduce traj~c injuries and fatalities? In what specific area of traffic, pedestrian,
speeding, children?)
The goal of this project is to reduce the number of deaths and complications from serious
injuries resulting from motor vehicle accidents in Hawaii County. We seek to accomplish
this by providing emergency responders with proper equipment to safely extricate
entrapped victims in auto accidents, specifically: pneumatic lifting bags.
These goals aze pursuant to the National Fire Protection Association Standazd 1670:
Standard on Operations and Training for Technical Rescue Incidents. Specific references
include, but are not limited to NFPA 1670 section 6-3.3 requiring local jurisdictions to
develop procedures for accessing victims trapped in a vehicle and NFPA 1670 section 6-
3.3(b) requiring local jurisdictions develop procedures for making the rescue scene safe,
including vehicle stabilization.
Specific uses of the lifting bags include (but is not limited to): lifting vehicles off victims,
the use of bags as cribbing to stabilize vehicles in precarious positions (enhancing
responder safety), using lifting bags to move vehicles to allow access to victims of auto
extrication.
The purpose of the lifting bags is to support the extrication of victims and the
stabilization of vehicles involved in automobile accidents within the Pahoa, Kaumana,
Keauhou, Waikoloa, South Kohala and Kawailani Fire/Emergency Medical Services
districts. Lifting bag sets in the inventories of the remaining fire stations in Hawaii
County aze in good repair.
Strategies:
(What are you attempting to accomplish with this project? What you plan to do. E.g.
developing permanent fitting stations for child restraints, enforcement activities,
educational activities.) Use quantitive measures such as the number of training to be
held, number of meetings to beheld, number of roadblocks to fie established, etc.
All personnel in the Hawaii County Fire Department have been trained at least once in
the use of lifting air-bag systems. All new Fire Recruits undergo training with these
devices as part of their initial Firefighting training. Upon delivery, lifting air-bag systems
will be added to the inventories of Kawailani, Pahoa, Kaumana, Keauhou, Waikoloa and
South Kohala Fire Stations. 18 refresher training sessions will be provided to Kawailani,
Pahoa, Kaumana, Keauhou, Waikoloa and South Kohala Fire Station personnel by
County of Hawaii Fire Rescue Specialist personnel familiar with lifting air-bag systems.
Solutions/Implementation:

developing statewide conference, etc. The implementation phase should reflect what you
will be asking for in your budget.)
This project calls for the purchase of six identical sets of:
1 each Maxiforce Kevlar Aramid reinforced air bags: B 12 - 12 Ton lifting capacity, B 17 -
17Ton lifting capacity, B22 - 22 Ton lifting capacity. 1 only BC1 3000/135 psi. pressure
regulator. 1 only BC2 dual deadman control. 1 each high-pressure air hoses: BHR16 -
16' red hose, BHY16 -16' yellow hose, BHK16 - 16' black hose.
Estimated cost: $6,000.00 per set. $36,000 total.
Evaluation:
(How are you going to show effectiveness of
your project? What measures can you use?
E.g. increase seat belt/child restraint use, decrease in traffic crashes, decrease in
alcohol-related crashes/fatalities, etc. You need to state how much ofa decrease in
fatalities or increase in usage rate you hope to accomplish. !t is understandable that not
one single project will be responsible for the entire increase or decrease of any one
single item; however, you will be part of the whole.)
The effectiveness of this project will be monitored through documentation of pneumatic
air bag usage and the total time it takes a vehicle accident victim to begin transport to an
emergency room from the time of arrival of an Engine Company. National Emergency
Medical Services standazds set a maximum 10-minute scene time for critical trauma
victims. This project hopes to bring Engine-10, Pahoa, Engine-3, Kawailani, Engine-4,
- Kaumana, Engine-12, Keauhou, Engine-14, South Kohala, and Engine-t6 Waikoloa to
within acceptable national standards (NFPA 1670).
Monitoring will be accomplished through the use of our electronic records management
system.
Tasks to be accomplished:
a. Purchase of lifting bag sets.
b. Training on purchased lifting bag sets.
c. Lifting bags being put into service on respective Fire Appazatus.
d. Monitoring and evaluation of effectiveness
