Higa, Chairperson and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Capital Budget Enclosed is a bill for an ordinance adding the Left-Turn Pocket at Palani Junction project for $300,000 into this fiscal year's Capital Budget. This project, initially appropriated at $1,000,000 within the Approved FY2004-05 Capital Budget Ordinance No. 04-75, is in need of this supplemental appropriation as the apparent low bid is slightly higher than what was originally estimated. This project involves the design and construction of a left turn pocket on Route 190 to channel the traffic turning into Route 180 and it should improve the movement of traffic through this intersection.
