• November 8, 2005 letter requesting reintroduction of the above-referenced Ordinance;

for the West Hawaii Composting Facility project;

• Bill No- 184 , "An Ordinance Amending Ordinance No. OS-87, As Amended, Relating To

recommendation

SUBJECT: Reintroduction of an ordinance amending Ordinance No. 05-R7, as amended, relating to
Public Improvements and Financing Thereoffor the fiscal year July 1, 2005 to ,tune 30,
?006 -West Hawaii Composting Facility
I am requesting reintroduction of an ordinance to include $1M in the Capital Projects Fund for the
purpose of constructing a West I Iawai`i Composting Facility and will be a replication of Bill 132
(enclosed).
hhis composting facility is an integral part of following the Integrated Solid Waste Management Plan
directive of diversion from the County's landfills.
I am also requesting a waiver from Finance Committee to Council for the November 22, 2005 agenda as
the Finance Committee recommended passage of the Bill 132 on the first reading August 16, 2005. On
September 8 _2005, the Council postponed discussion and on October 18, 2005, the Bill was filed
because it did not have the required six aye votes to pass, the vote being 5 for and 3 against, with one
Council Member absent.
~fhe chief executive officer of I?KO Systems, the County's organics diversion contractor, will be
available to attend the November 22"`~ Council meeting to present additional information for discussion
regarding the benefits and function this composting facility. After that date, he will be out of State and
unavailable to address the Council's questions in person.

Relating, to Public Improvements and Financing Thereof for the Fiscal Year July 1. 2005 to June 30,
?006 -West Hawaii Composting Facility."
I am requesting reintroduction of an ordinance to include $1 M in the 1'~apital Projects Fund for the

As per Article I0. Section 10-6 of the Hawaii County Charter, your recommendations to the proposed
