Re: Operating Budget
The State of Hawaii Department of Transportation Public Affairs -Safe Community Program,
has authorized a $36,000 Hawaii County Fire Department Lifting Bag Purchase Grant to the
Hawaii County Fire Department. These grant funds will be used to purchase six (6) pneumatic
lifting bags to support extrication of victims and the stabilization of vehicles involved in
automobile crashes.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawaii Department of Transportation for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$36,000 Hawaii County Fire Department Lifting Bag Purchase Grant.

A. REQUEST:
Prepare a resolution authorizing the Fire Department to accept a grant of $36,000 from the U.S. Department
of Transportation, through the State Department of Transportation, for the purchase of six sets of lifting
bags.
Prepare a complementary ordinance as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The National Highway Safety Act of 1966 provides Federal funds to states for approved highway safety
projects. States may make said funds available to various political subdivisions for authorized projects.
The State of Hawaii through its Department of Transportation has authorized a reimbursement project for
the Hawaii County Fire Department entitled "Hawaii County Fire Department Lifting Bag Purchase". A total
of $36,000 has been obligated to this project. The project period is 10/01/05 - 09/30106.
Six lifting bag systems, with an estimated cost of $6,000 per set will be purchased with these funds.
Lifting bags have been, for many years, an important tool for the fire service, in safeguarding vehicle
accident scenes. Specific uses include lifting vehicles off victims, stabilizing vehicles in precarious
positions, and for moving vehicles to allow access to victims. The lifting bag systems are standard
equipment on Hawaii County Fire Department fire engines. The purchased bags will be assigned to six
units for which the currently inventoried bags are in need of replacement. These are Pahoa, Kaumana,
Keauhou, Waikoloa, South Kohala and Kawailani fire stations.
