Re: Resolution Transferring Funds
Enclosed is a resolution transferring $3,313 out and from the Clerk-Council Services -Contingency
Relief account and crediting it to the Humane Society -Animal Control Service's account, which is
maintained by the Hawaii County Police Department. At the County Council meeting held on
June 1, 2005, $256,452 was removed from Police's Administrative Division - OCE account budget
and placed into the Contingency Relief account with the understanding that when they needed the
funds, they could request it back from the Council. The Police Department has just completed
contract negotiations for the first of two additional one-year extensions with the Hawaii Island
Humane Society to cover Fiscal Year 2005-06. The newly negotiated contract requires an
increase in appropriations of $3,313 to fund the requested increase in transportation related
expenses, such as mileage costs, for the Society. Thus, the Police Department is requesting that
$3,313 be transferred into the Humane Society account.
As was done with the previous departmental transfers out of the Contingency Relief account, the
Police Department would like to request a waiver from the Finance Committee and have this
resolution heard at the Council meeting scheduled for December 7, 2005.

A. REQUEST:
Request $3,313 to be transferred from the Council Contingency Relief Account to Animal Control's Account
010.239.5239.01.115 Humane Society, Misc. Contract Services -Animal Control Services to fund requested
increase in transportation related costs for the Hawaii Island Humane Society, who is the vendor for the
animal control contract. As mentioned in previous Council meetings, the Department is asking that the
Finance Committee be waived.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Police Department has just completed contract negotiations for the first of two additional one-year

RE: Resolution No. 209-05 /Communication No. 553 : A Resolution
transferring/appropriating an appropriation out and from the designated fund account(s)
and crediting same to a designated fund account(s).
Pursuant to Section 2(g) of Kule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
