Objectives: To identify hazards and areas affected, to identify the risks to the areas affected, to identify and describe mitigation strategies that will eliminate or reduce the asks. Outcomes or Results: The County of Hawui'i has completed aMulti-Hazard Mitigation Plan and is in compliance with the Disaster Mitigation Act of 2000 requirements set forth by the Department of Homeland Security, Federal Emergency Management Agency (F'EMA). FEMA has approved the County of Hawaii Multi-Hazard Mitigation Plan. The Multi-Hazard Mitigation Plan was prepared for the County of I-Iawui'i Civil Defense in coordination with the Planning Department, Mr. Roy Takemoto, and the Department of Data Systems, Ms. Lisa Nahoopii. On the basis of the final financial report dated 07/05/05, we have closed the project file with record of these total costs: Final accepted costs: 528,714 EDA share of costs: $200,000 The grant was 5200,000 and the total claimed was $200,000; and the amount disbursed was 5200,000. Therefore the disbursements constitute full paytnent of the grant to the County. As with all grants, the Federal Government, however, retains the right to recover any costs that maybe disallowed from the grant receipts if such disallowance is caused by findings of an audit. Teixeira V.ce Director of Civil Defense D~parnnent of Defense 3~~~49` Diamond Head Road . ~ - H.~nolulu, HI 96816 D .az Mr. Teixeira: ,1 ~ ~ e have completed the final review Qf the Hawaii County Multi-Jurisdictional Hazard ~ P:fitigation Plan and found the plan to'be in compliance with the Disaster Mitigation Act of 2000 requirements. _ . . . _ The County of Hawaii, Hawaii can be commended for its extensive risk and vulnerability ..assessment as well as plan maintenance process that includes public participation through Project Kumiai, to reduce the impacts of future disasters. We have placed a copy of the approved plan into the National Emergency Management Information System (NEMIS) plans repository for future reference. The enclosed crosswalk provides specific recommendations to incorporate into the plan when the County of Hawaii undertakes its identified plan maintenance process. This plan is valid for five yeazs from the approval date. The plan must be reviewed, updated and - - - submtted to FEM~ Region LY for approval at least once every five years. Regional approval will be based, in part, on the successful incorporation of our recommendations,into subsequent iterations. The approval of this Plan is not an indication that the actions described can automatically be funded by our Pre-Disaster Mitigation, Hazard Mitigation Grant and/or Flood'Mitigation Assistance Programs. All requests for funding will be evaluated indi~2dually according to the specific eligibility and other requirements of the particulaz prograzn under which the application is submitted. For example, a specific mitigation activity or proj act identified in the plan may not meet the eligibility requirements for FEMA funding, and even eligible mitigation activities aze not automatically approved for FEMA funding under any of the aforementioned programs. www.fema.gov
