The first consent agreement, dated September 9, <br /> 2005, covers the closure of LCCs at County facilities by the Department of Public Works. The second <br /> consent agreement, dated November 15, 2005, covers LCCs owned and/or operated by the Department <br /> <br /> of Environmental Management. <br /> While the County has been working diligently for several years to convert its LCCs to approved <br /> <br /> wastewater systems, we anticipated that we would be unable to complete the conversion by the April <br /> 5, 2005 deadline due to the large number of cesspools to be addressed. Because of the uncertainty of <br /> <br /> meeting this deadline, we began discussions with the EPA on a time extension over two years ago in <br /> <br /> 2003. These consent agreements are the result of these discussions. <br /> We are very grateful for the excellent cooperation received from the EPA in arriving at these consent <br /> <br /> agreements. Deputy Corporation Counsel Bobby Jean Leithead-Todd was instrumental in working <br /> <br /> with the EPA over the last year and getting these important agreements finalized and executed.
