A RESOLUTION REQUESTING THE STATE LEGISLATURE TO APPROPRIATE FUNDS
FOR NECESSARY REPAIRS AND REFURBISHING OF THF, KONAWAENA ANll
LAUPAHOEHOE SWIMMING POOLS AND RF,PLACF.MF,NT OF THE HONOKA`A
SWIMMING POOL.
WHEREAS. Konawaena Swimming Yool was accepted by Hawaii County on July 30, 196,
Laupahoehoe Swimming Pool was accepted by the County on April 20, 1977 and Honoka'a
Swimming Pool was donated to the County by the Hamakua Swimming Pool Association on
March 5, 1960; and
WHEREAS, two pools need major repairs and refurbishing while one pool needs to be
replaced in order to provide the school-age children a healthy environment for exercise, swimming
skills and sports; and
WHEREAS, Konawaena Swimming Pool reported an 80% usage for State Department of
Education (DOE) functions when the pool was open and functioning, but has been completely closed
the past 13 months; and during tscal year 2004-OS Laupahoehoe Swimming Pool reported a 20%
usage for DOE functions, but was closed 38% of the time; and during fiscal year 2004-OS the
Honoka'a Swimming Pool reports a 25% usage for DOE functions with the pool closed 42% of the
time; and
WHEREAS, the Konawaena Swimming Pool will require approximately $1,500,000 to
complete recommended repairs and the Laupahoehoe Swimming Pool will require at least $1,000,000
to complete recommended repairs; and
WHEREAS, the Honoka'a Swimming Pool is in a state of deterioration that will require
replacement with an estimated cost of $4,000,000 dollars; and
WHEREAS. the Konawaena, Laupahoehoe and I lonoka`a swimming pools, managed by the
County of 1 [awai`i, have been utilized by the State of Hawaii Department of Education as part of its
physical education program, which includes school swim teams, water polo and swimming instruction;
and
WHEREAS, the DOF, has indicated that when these three pools are brought up to standards via
the aforementioned repairs or replacement, it will take over the required management during any and
all DOE usage of said pools and make f financial considerations for the maintenance issues accrued
during said usage; and
WHEREAS, the Coumy wishes to transfer these pools' management responsibilities over to
the schools (DOE) on a partnership basis with the schools managing the pools for school activities
while the County would manage the pools during Summer Pun and adult lap swimming; and
WI~F~AS, all three swimming pools are presently operated by the County of Hawaii
on behalf of the Stag Depart,nent of Education.

requests the State LLgislatur~ appropriate $1,500,000 for the Konawaena Swimming Pool
repairs, $1,000,000 for the Laupahoehoe Swimming Pool repairs and $4,000,000 for the
replacement of the Honoka`a Swin-nning Pool.
