RE: Puainako Improvement District Disposition
Dear Ms_ Bell:
At its November 21, 2005 meeting, the Finance Committee closed file on Communication No. 532 for the
preliminary engineering analysis Implementation Study.
Pursuant to Kesolution 157-04, the following requirements were directed--and are still required--to the Director of
the Environmental Management:
1. Prepare for submission [o the Council: (a) a broad regional sewerage master plan for the Waiakea region north
of South Hilo, and (b) a speci£c and detailed implementation plan for an improvement district to include the
necessity, feasibility, proposed boundaries, proposed real properties subject to assessment, estimated total cost,
and method of financing desirable for the aforementioned sewer system.
2. Include in the specific and detailed implementation plan all such data. survey, maps, plans, drawings, details
and specifications for the improvements and any other matters or details intended to apply thereto in accordance
with the provisions of Section I:'-1Q Hawai`i County Code.
3. Advise the Council as to the preferred method of financing for said improvements, whether by Council-initiated
improvement district, owner-initiated improvement district, tax increment district, or private financing.
