I am Juanita Cook, and I reside at 1154 Hokulea Place in Ainako Terrace
subdivision. I wish to express my strong opposition to Resolution 186-05
whereby the County of Hawaii proposes to sell the Kaumana Springs Wilderness
Park ,TMK (3) 2-3-30-04 to private interests.
This action is not in the best interests of the Island of Hawaii, the town of Hilo, the
Ainako Terrace community or myself and my family,
The land in question is one of the last remaining large tracts of open green space
left in Hilo town and far that reason alone should be preserved. Further it is
watershed, borders conservation land, is habitat to a large and varied bird
population, and holds archeological sites rare in this area. It is clearly a mistake
to sell this area for potential development, particularly without a thorough
assessment of the environmental and archeological impact.
Should this parcel be sold and developed it will open up our neighborhood to
increased traffic and population density. When we purchased our property we
were told clearly that the land below Ainako Terrace was an undeveloped park
and not subject to private use and development. We were told that further
development of the park was a low priority and unlikely in the immediate future,
although I would support low impact development of the park as a park to allow
better access through hiking trails. We like many in our neighborhood bought in
this area because of the relative quiet and privacy. Private development of this
property will dramatically change the nature of our neighborhood for the worse
and have a significant negative impact on both our quality of life and our property
values. It would also increase the demands on the elementary schools in the
area which are already overcrowded.
I feel that the decision to divest this land is a bad decision for the community, the
neighborhood and for my family. I ask that you reject this proposal and vote no.
