No. 185-05 PLACE: Council Chambers TIME: 9:00 a.m. Council Chair and Members Hawai`i County Council Hilo, I-lawai`i 96720 • Your Committee on Finance, to which was-referred Resolution No. 185-05, reports as follows: Resolution No. 185-05, transmitted by Director of Finance William Takaba, via Communication No. 474, dated October 3, 2005, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi-year lease for eight 75 cubic yard refuse trailers. The Department of Environmental Management, Solid Waste Division wishes to enter into a five-year lease with purchase options for eight 75 cubic yard refuse trailers. Funds would be budgeted in future fiscal years to cover the anticipated costs. These new refuse trailers are replacing ones currently used at the transfer stations and which are in excess of 10 years of age, require extensive repairs, and have reached_the end of their useful life. Pursuant to Section 10-1 1, Hawai`i County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year must be approved by resolution. • Barbara Bell, Director of the Department of Environmental Management, explained that the estimated cost to lease eight trailers is $176,000 annually. • Finance Committee Chair Virginia Isbell raised the concern that when the hydraulic system breaks down, the loaded refuse trailer has to be manually unloaded. If the hydraulic brake fluid flows onto the refuse and the trailer floor does that constitute hazardous material on the refuse and a hazard for the manual laborer? What is the potential liability for the County?
