Deputy Corporation Counsel Bobby Jean Leithead-Todd explained that the letters from the Mayor to the residents, dated August 31, 2004 and November 5, 2004, were conditional upon certain assumptions made at that time. Further, in order for the Mayor to perfect the agreement, the Council would have to approve any agreements with the community. Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that year with a two-thirds vote. FC REPORT NO. 174 Your Committee on Finance is in accord with the purpose and intent of Bill No. 165 and recommends it pass first reading. ro AYES NOES A&E EX Respectfully submitted, ARAKAKI X HIDA x COMMITTEE ON FINANCE HOFFMANN X HOLSCHUH X nt IKEDA X ISBELL X VIRG IA ISBELL, CHAIR JACOBSON X FC REPORT NO. 174 PI LACO X SAFARIK X ADOPTED: NOV 2 2 2005
