Your Committee on Finance, to which was referred Resolution No. 196-05, reports as follows:
Resolution No. 196-05, transmitted by Director of Finance William Takaba, via Communication ,
No. 505, dated October 24, 2005, authorizes the Finance Director to convey lands situated at
Manowai`opae Homesteads,North Hilo, Hawai`i, being TMK: (3) 3-6-003:035 to the
Department of Water Supply for well and reservoir expansion.
The County of Hawai`i acquired aforementioned property from Yamada Enterprises,
Incorporated, a Hawai`i corporation, by deed dated June 12, 1968, and recorded in Liber 6124,
Page 362. The stated purpose for this conveyance to the County was for the use by the Board of
Water Supply of the County of Hawai`i for the Laupahoehoe Water System.
The Department of Water Supply, owner of the adjacent parcel at T.MK: (3) 3-6-003:036, would
like to consolidate the parcels and acquire more land for their expansion of the well and reservoir
facilities.
Pursuant to Section 2-120(b), Ilawai`i County Code, an appraisal is not required on disposition
of real property to governmental agencies.
Also, pursuant to Section 2-120(a)(1), Hawai`i County Code, the Council may, by resolution,
authorize the Director of Finance to directly sell this parcel to the Department of Water Supply in
fee simple.
Your Committee on Finance is in accord with the purposes and intent of Resolution No. 196-05
and recommends its adoption.
