Your Committee on Finance, to which was referred Bill No. 167, reports as follows: •
Bill No. 167, transmitted by Director of Finance William Takaba, via Communication No. 509,
dated October 26, 2005, amends Chapter 24, Article 4, Hawai`i County Code 1983 (2005
Edition), relating to motor vehicle driver's license fees.
Pursuant to Act 72, Session Laws of Hawaii 2005, a three-stage graduated provisional driver
licensing program for persons under the age of 18 was established. The provisional license is
valid only until a person reaches age'19. The State of Hawai`i, under the Hawai`i Revised
Statutes §286-1 1, gives authorization to the counties to regulate fees associated with the
processing of driver licenses.
Bill No. 167, Draft 2 was referred to Your Committee via Communication No. 509.1, dated
November 1, 2005, from Deputy County Clerk William E. Smith, which contains non-substantive
formatting changes to clarify the content of the bill. In particular, Draft 2 accomplishes the
following:
1) Changes new paragraph from (n), which already exists, to (o).
2) Adds quotation marks around the affected section.
3) In new paragraph (o), changes word "till" to "until."
4) Makes other non-substantive changes relating to capitalization, etc.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 167, as amended
to Draft 2, and recommends it pass first reading.
