I have never testified before the Council before, and I am here today because I am so disgusted with the Council's repeated wasting of the taxpayer's money on personal matters of the sort usually settled on the school playground. Just like all of you, I have more to do than I have time to do it. Being here means something else I think is important isn't getting done. Once again, the majority has succumbed to the urge to gratify their boyish egos, instead of fulfilling their obligations to their constituents. Mr. Higa appears to be doing a fine job representing the voters of his district The Chair of the Council has greater responsibilities however, and in this area, Mr. Higa, like so many of his predecessors, is unfit for the position. Mr. Higa has clearly shown himself too partisan for the position of chair by introducing this resolution. The resolution seeks to disenfranchise the people of West Hawaii Section 2-83 of the County Code requires all Council members to treat °AU persons . . in a courteous, fair and impartial manner." If any Council member believes he or she has been treated improperly by any other Council member, the remedy is a complaint to the Ethics Board, not the disenfranchisement of half of the voters on the Island. This Council is engaged in dirty politics; it is not doing what it was elected and is paid to do; and it is breaching its duties to the public by pursuing such petty, mean- spirited measures. Article 14, Section 14-1 (b) of the County charter requires: "Elected and appointed officers and employees shall demonstrate the highest standard of ethical conduct so that the public may have trust and confidence in the integrity of government." I am here today because Mr. Higa has grievously breached this ethical obligation. This measure increases the already high level of distrust in the Council It is the responsibility of this Council to reject his proposal, and in the future to apply itself exclusively to the people's business.
