Your Committee on Finance, to which was referred Bill No. 170, reports as follows:
Bill No. 170, transmitted by Director of Finance William Takaba, via Communication No. 533,
dated November 3, 2005, amends Ordinance No. 05-87, as amended, the Capital Budget, ending
June 30, 2006, by adding the following project:
PUBLIC WORKS:
North Kona Connector Roads 110.399.5397.10 $500,000
Funds for this project shall be provided from:
Fund Balance — Designated $500,000
Through fair share assessment contributions, the project funds will be used for the costs
associated with the development of four connector roads that lie between the Kona
Coastview/Wonderview and Kona Palisades subdivisions. This project will develop and
improve interconnectivity between the subdivisions and will reduce traffic on the Kuakini
Highway and its intersection with these two subdivisions. The four road connections are
Nana-I-Ioloholo, Ahi`ahi-Kauhale, Holu-Ko`okeo, and `Ili`ili-Ki`eki`e.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 170 and
recommends it pass first reading.
