Higa, Chairperson and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Capital Budget Enclosed is a bill for an ordinance adding the Whittington Beach Park Expansion Project for $267,632 into this fiscal year's Capital Budget. The Trust for Public Lands (TPL) has been instrumental in orchestrating the purchase of 225 acres of land at Honu'apo in Ka'u. The purchase of this coastal estuary area will assure the preservation and conservation of many valuable natural resources. This parcel of land, which is in close proximity to the existing Whittington Beach Park, is being purchased by TPL and will then be sold to the State. The funding of this purchase from TPL will come from a State appropriation of $1,000,000, a County appropriation of $500,000, a National Oceanic and Atmospheric Administration (NOAH) grant of $1,464,735, and a Land and Water Conservation Fund (LWCF) Grant to the County from the National Park Service for $267,632. It is that latter amount from the LWCF that we are appropriating into the County's Capital Budget for this land acquisition project. Due to the limited time frame that the Trust for Public Lands and the State have to work on this land acquisition, the Department of Parks and Recreation respectfully requests a waiver from the Finance Committee and to have this bill heard at the Council meeting scheduled for December 21, 2005. REQUEST: To amend Ordinance 05-87, the Capital Improvement Projects budget, to add the WHITTINGTON BEACH PARK EXPANSION project in the amount of $267,632. A federal Land Water Conservation Fund grant will be used to partially fund the purchase of 225 acres of land at Honu'apo in Ka'u. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Trust for Public Lands has been instrumental in orchestrating the purchase of 225 acres of land at Honu'apo in Ka'u. The purchase of this coastal estuary area will assure the preservation and conservation of many valuable natural resources. It is in close proximity to the Counties existing Whittington Beach Park. TPL is purchasing the property for $3,400,000, and will in turn sell the property to the State far $3,232,367, with funding from a State appropriation of $1,000,000, County appropriation of $500,000, in addition to $1,464,735 that has been committed through a NOAH grant, and $267,632 which must be secured through a Land and Water Conservation Fund (LWCF) grant. The Department of Land and Natural Resources, Division of State Parks has informed us that funding is available through a Land and Water Conservation Fund Grant from the National Park Service for the $267,632 from the current years allocation. TPL has assisted the County in completing the grant application and will also provide the $267,633 match for the grant. We request to waive Finance Committee and place this action on the 12/21/05 Council meeting because of the limited time frame that Trust for Public Lands and the State is working with for this land acquisition. Since there is no other Finance Committee meetings until January, we ask that you please approve this request to waive committee.
