Dear Mayor Kim and Chairperson Higa:
The Hawaii County Police Fleet Implementation Working Group has completed the
assigned task to prepare a written implementation plan by January 2, 2006 for a
county-owned police flees as requested by Resolution ^o. 224 04.
inclosed is fihe report r~:ommending a phase-in of county-owned pol'ece vehicles over a
five--year period. The Working Group believes that this is the best method for transition,
as it allows flexibility to ~,alidate tl~e cost and operations assumptions made in
developing the plan and to refine the process based on a yearly assessment.
This Working Group was well represented by individuals, organizations and appropriate
County departments whi`~h enabled a wide range of concerns and interests to be
expressed and discussekl. It was not ate easy task and I am pleased with the dedication
and desire of the partici~:~nts to present a plan that ~sould be benei'icial to our fellow
citizens as we!! as the pe#ice efficers that serve to protect us.
We now await the opportunity to answer questions on the report.

Introduction
Summary of Mission -Resolution 224-04
"The Mayor's Working Group shall prepare a written implementation plan
and identify all costs associated with the purchase, operation and maintenance of
a completely county-owned police fleet and/or, if deemed appropriate, partial
county-owned fleet to be submitted to the County Council not later than
January 2, 2006."

The first meeting was convened on February 2, 2005 with 2 meetings per month
with the exception of one in March and July. The meetings reviewed reports
prepared by the Police Department, West Hawaii Crime Stoppers, Legislative
Auditors, and representatives from each of these groups was invited to present
an overview of their reports as well as comments from SHOPO representative.
Additionally a questionnaire was sent to all county Police departments (Honolulu,
Maui and Kauai) as well as the Volcanoes National Park, Fire and Sheriff's
Department an Hawaii Island. A summary of the responses was compiled as
additional reference for the working group. Many hours were spent in identifying
al! related costs of a County-owned fleet.
It was evident that a need existed to define the various terms used in discussions
of a County-owned fleet. Following is what was developed and adopted by the
working group.

County-owned fleet -emphasizes and clarifies the distinction between it and
personal, subsidized vehicles, and establishes what authority owns the vehicles.
Police Vehicle -County-owned vehicles used solely for police duties by the
Police Department.
Subsidized personaUprivate vehicles -personal/private owned vehicles entitling
the owner to a vehicle allowance when used for business purposes.
Vehicle allowance - A monthly allowance to corripensate selected employees who
are required to purchase a private vehicle to be regularly used in the conduct of HCPD
business.
Pool or Pooled - a term that implies "shared resources". Vehicles in a pool are
available for use by more than one individual.
Take-Home Vehicle - a county vehicle designated for the use of an individual in
the normal performance of his/her duties including the commute from home to work.
Same as Assigned Take-Home Vehicle. Assigned does not imply take-home.
Assigned Vehicle - a county vehicle designated for the use of an individual in the
normal performance ofhis/her duties but not necessarily authorized for take-home use.
Partial county-owned fleet -this phrase is used in the County of Hawaii
Resolution and is clear in meaning and is preferred to the term hybrid.
Patrol - implies a uniformed officer normally in a marked vehicle who patrols in
an assigned sector.
Non patrol vehicles:
1-Investigative Division: Detectives, Detective Supervisors
2- Administrative:
3-Cell Block Division: marked vehicles used for prisoner transport.
4- Other department owned vehicles:
a-Supply van:
b- Evidence collection van:
Private garage maintenance: Refers to dealership or other non-county maintenance.
County motor pool maintenance: Refers to non-specific County motor pool.
Police department maintenance: Refers to HCPD operated motor pool. _

Summary Findings and Recommendation:
Foremost on the minds of the working group was to develop a plan that is
beneficial to the citizens of Hawaii County and to the officers of the Police
Department. A major consideration is that the implementation of a
County-owned fleet not be detrimental to the operations of the Police Department
and the work performance of the police officers.
The working group recommends that the County of Hawaii phase-in a complete
County-owned Police Fleet of 369 vehicles over a five year period beginning with
an initial purchase of fifty (50) vehicles, then incrementally increasing the yearly
purchases until all privately owned vehicles under the allowance/subsidized
program are phased out. The County will need to continue yearly purchase of
vehicles to replace those that have reached the end of their life cycle.
The phase-in plan will enable a yearly assessment of the financial and operations
impact of a County-owned fleet and provide the Police with the latitude to adjust
the purchase of vehicles based on their assessment.
After extensive review of the costs associated with aCounty-owned Police Fleet
of 369 vehicles, a unit cost comparison was developed. Contrary to our original
draft which did not include the finance charges for multiple yearly payments, the
annual increase in vehicle operations cost is estimated to be $129,956 with a
total County-owned fleet (see Appendix A, Unit Cost Comparison and Phase-In
Total Fleet Cost Comparison - 3 Year Lease to Purchase Financing).

2) 76 Non-patrol vehicles (7 year life) annual cost ea. $ 10,902
Annual Projected Cost Increase $129,956
The cost comparisons reflect only the operations cost of the vehicle and does
not include any administrative costs for additional personnel and equipment
required to administer aCounty-owned police fleet program. With the initial new
fleet of 50 vehicles, it appears that a fleet coordinator, or supervisor, or
administrative clerk may be required if current staffing is unable to absorb this
function. In the Hawaii County Police Department's report for a Hilo vehicle
maintenance facility, a Fleet Coordinator's salary was identified as $74,460 and a
Supervisor as $42,084. A fleet management software program will be vital to the
fleet operations. A preliminary search indicated that a software program can be
purchased in a range from $200 to $6,000 depending on the features required.
Rapid deployment capability is an advantage with the present privately owned
vehicle allowance program. A fleet vehicle program that emphasizes assigned

take-home vehicles will come closest to meeting this capability and is the
recommended plan for the County-owned fleet. Issues to consider under this
program are:
a) Added mileage, increased maintenance costs.
b) Personal usage policy.
c) Garaging of vehicle at officer's residence.
d) Off duty assistance may be affected as no radio available in personal
vehicle.
There appears to be mixed reaction from the police officers on a County-owned
fleet. It is an advantage to some officers to not have the responsibility of using
and maintaining their personal vehicles for official business, while others
appreciate the ability to use a vehicle of their choice and have some
compensation for official business use.
It was further concluded that with aCounty-owned Police fleet, efficiencies and
effectiveness in administering the fleet would be enhanced with County-owned
maintenance facilities in Hilo, Kona and Waimea. The issues of land acquisition
and capital investment requirements were discussed, however, due to the
volatility of the current real estate market, the working group used the original
estimates of the Hawaii County Police Department's updated 2/8/05 "Subsidized
vs. Fleet Vehicle Report" for reference. In that report, a Hilo facility with a staff of
six would require capital costs of $495,000 and yearly operations costs of
$550,388. It was also surmised that it would take several years to have a
maintenance facility built, therefore, private garage vendor estimates were used
to capture associated maintenance costs in lieu of a Police owned maintenance
facility. It is recommended that studies be commenced immediately to
determine its feasibility if a County-owned Police fleet is implemented.
A brief discussion on the requirement for energy efficient vehicles (Senate Bill
1427) was deferred as it was determined that the provisions are not applicable to
the Counties. As more information becomes available on energy efficient police
vehicles, it should be considered for possible implementation.

Analysis:
A) Fleet Requirements (Appendix 8, Police Fleet Requirements): A critical
component for analysis of a County-owned fleet was determining the types of
vehicles (police package sedans, SUVs and standard sedans) required. The
Police department provided their requirement based on a district by district
review. A total of 369 vehicles was tallied based on all authorized positions
being filled with the types required as follows:
153 Police package sedans
179 SUVs
37 Standard sedans
The Police also provided the average official work mileage by districts and
departments. These mileages were used to determine the routine maintenance
costs based on the manufacturers recommended maintenance schedule.
B) Maintenance Cost Considerations (Appendix C, Routine Maintenance
Estimates): It was critical to determine the operations cost of a County-owned
vehicle. Estimated costs were calculated for the various services based on
existing County Automotive Division costs and quotes from an outside private
garage vendor. Private garage prices were used as the County Automotive
department does not have the capacity to take on the additional vehicle
maintenance requirements of the Police department..
Costs do not include emergency repairs or replacement needs other than routine
maintenance.
C) The working group discussed alternatives and issues on a County-owned
fleet of:
1) Fully assigned (369) vehicles under
a) take-home policy and
b) non-take home policy;
2) Patrol only vehicles (293);
3) Pooled/sharing patrol vehicles (146) and
4) Partial Pooled patrol vehicles for high visibility areas (57)
All vehicle procurement was based on a one time initial purchase of the
quantities of vehicles identified in each alternative. Details on these costs, pros
and cons are covered in Appendix D, Cost Comparisons.
