Angel Pilago, Vice Chair Hawaii Association of Counties ~ 2~d~- ~ - cd _ O RE: 2005 HSAC Legislative Package Bills Attached for distribution is a copy of a communication received from Romy M_ Cachola, Secretary of HSAC that lists bills in the 2005 HSAC Legislative Package and their status. The communication states that only the traffic fine and forfeiture transfer bills remain pending and that for various reasons, the other bills are actually or probably moot. Mr_ Cachola notes that HSAC minutes and committee reports indicate that the public beach and lifeguard liability protection bills was not included in the 2005 HSAC Legislative Package. Please be advised that, in practical effect, only the traffic fine and forfeiture transfer bills remain pending. For various reasons, the other bills are actually or probably moot. These bills probabl}~ are moot because the Legislature enacted Act 24"I of the Regular Session of 2005 which authorized each counry to impose cone-half percent county general excise tax surcharge for a public transportation system. Other bills that transfer traif c fines and forfeitures to the eouncii, but are not in the HSAC Package, are the following: S.B. No. 502, S.B. No. 996, S.B. No_ 1508, H.B. No. 14, H.S. No. 185, H.B. No. 869, and HB. No. 9I8. None of these hills recei~ ad a public hearing. All of these billy may be found on the State Legislature's website, wtvw.canitol.hawaii. ov/. Please also be advisad that a check of the past } ISAC minutes and comraiuae reports indicate that the public beach and lifeguard liability protection bill was not included in the 2005 HSAC Legislative Package. HSAC chose not to include the bill, as well as vazious others, in the Package so that focus could be placed on the above-described bills.
