Virginia Isbell, as you know Keauhou Bay is my birth place and my Ohana's birth place,
as well. I have been very protective of the Keauhou area, and have seen the damages that
have been done to my birth place.
December 6, 2005 the Hawaii County Council is holding a meeting on Resolution l 71-
05, proposal on the take over of the management of the State Boating Facilities on the
Big Island, by D.L.N.R.
Virginia Isbell, if the Hawaii County Council decides to take over the boating
management, the first thing that needs to be done is to tour the bay area and check
everything out (damages). D.L.N.R should make all repairs if D.L.N.R wants the County
to manage all the harbors. D.L.N.R has been collecting the fees all these years, therefore,
D. L.N. R should do the repairs before handing it over to tree County of Hawaii in good
faith.
While on tour and when doing your inspection, I highly suggest that you check all of the
bay areas, especially, the small boat harbors for:
A. Boat washing and drainage (stagnant in the bay)
B. Oi] & gas pollution (stagnant)
C. The active movement of water along side of the boat ramp and wharf (u'apo,
piers)
A, B, and C are very important, the bay needs the circulation and movement in order to
prevent spreading of pollution in the small boat harbors, and in the bay areas like

Keauhou. I speak from what 1 know and for what I've seen. There has been an incident
that I reported, regarding a chemical wash on our pier.
The pollution is ruining our small bays, but instead, our fishermen are being blamed for
over Harvesting. There arc too many boats in Keauhou Bay without having enough area
to even pole fish. The large tour boats should launch out of the Kailua pier, instead.
Every time the large boats start their motor it turns the bottom of the bay dirt up, and you
can't even see the bottom of the bay along side of the pier, this happens all the time. It
does not have the depth to house nor launch large boats.
