December 19, 2005
Linda K. Frias
Subject: Rezone Inabe A40 to 5 Acre farm lots
Hawaii County Council Members
I would like to address several sensitive issues planned and occurring in our
neighborhood.
1- The Department of Planning approved this rezoning prior to hearing our
testimony? Why have all these hearings been at times and places that
were totally inconvienent for us to attend?
2- Since these are only 5 lots why not let the property owner have access
from Mamalahoa highway? Why are we spending taxpayer money to
extend roads from Kipahele? Is this rezoning setting the wheels in motion
for a larger subdivision waiting in the wings for these lands?
3- What safeguards will be put in place by you to assure our community
these lots will not be rezoned again to smaller farm lots?
4- The Rezoning indicates 40 acre important agriculture lands to 5 acre farm
lots what kind of farm activity can we expect will take place on this land?
5- Will the farm activity include spraying of pesticides and will the
surrounding homes have any protection?
6- Will the farm activity include traffic of trucks hauling goods thru Kipahele?
7- Will farm activity include farm equipment constantly altering the lands?
8- Who will protect the mauka slope from alteration since the grade is most
likely unsuitable for farm activity? Has there been a study for agriculture
activity on this portion of the 40 acres?
9- The Planning Committee made a recommendation for the Department of
Public Works to perform a water study. What is the present status of this
water study?
10-How are your going to resolve and address our present inadequate
drainage and flooding problems?
I would like to also say we need you to be a Hero and stand by and protect our
community and think about how your decisions will affect our neighborhood.
q3•~
Cern~n.
