1. A drainage plan of the property in question should be submitted with the Building
Permit Application Drawings. This plan should show how all the water generated on a
parcel of land is to be disposed of along with calculations of the amount of runoff
expected under various significant rain scenarios.
2. Drainage disposal systems approved in the subdivision process must be properly
maintained and the maintenance must become the legal responsibility of the owner of the
property. Annual inspections by the property owner and the County should be scheduled
and if the maintenance is not consistent with the approved system, the County should
conduct the necessary maintenance and charge the owner, filing a tax ]ien if necessary to
secure payment.
3. The above considerations should apply to all levels of government as well as private
landowners. For example, the County should be responsible for potential flooding of its
land, including roads, parks etc.
4. A comprehensive study of potential flooding areas must be conducted by the County of
Hawaii in all areas known to flood, in cooperation with other levels of government, and
flood mitigation systems developed to minimize the possibility of these occurrences.
