Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $15,000
from the Fund Balance Reserved for Liquor Control account to the Department of Liquor
Control's public programs account. These funds will be used to conduct programs for the
public which promotes compliance to liquor laws. These will include educational programs,
youth programs, enforcement training, and promoting responsible drinking and driving.
If there are any questions, please do not hesitate to call the Department of Liquor Control.

The Department of Liquor Control would like to appropriate $15,000 into our account as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We are requesting funds from our fine monies for programs to promote compliance to liquor laws. Programs
would include education, youth programs, enforcement training, and promoting responsible drinking and
driving.
Attached is just one of the programs we would like to sponsor and implement.

DAT (llrug, Alcohol, and Tobacco) Awazeness Program
The Big Island Interscholastic Federation (BITF) is comprised of 17 private and public
high schools. In collaboration with the County Department of Liquor Control, the
athletic directors of the BITF are planning a Drug, Alcohol and Tobacco (DAT)
Awareness Program commencing in February 2006. Based on a similaz program in the
Oahu Interscholastic Association, the DAT program is comprised of a leadership
workshop for student-athlete leaders with subsequent teach-ins in their feeder schools.
The athletic directors are responsible to choose 5 athletes from their respective schools.
The goals of the program aze:
• 'to encourage the use of the student-athletes' leadership positions and the
opportunity of athletics to convey a positive non-use message to young people
• 'Co encourage the modeling/mentoring of a lifestyle that influences student-
athletes in prevention efforts
The County Department of Liquor Control will provide funding for the workshop and
promotional items. The athletic directors and student-athletes will be responsible for
choosing what grades and schools to hold these teach-ins. At the end of Apri( 2006, a
evaluation meeting will he held to determine the success of the program.
