Waste Reduction Facility Design-Build-Operate
Monthly Update -December 15, 2005
• Waste Reduction Technology Analysis
R.W. Beck submitted a draft of the waste reduction technology summary memo
which was reviewed by the project team. R.W. Beck is currently incorporating
the comments received and will submit the revised draft of the document the
week of 12/19/2005.
In addition, the project team determined it would be beneficial for R.W. Beck to
conduct an analysis of "bioreactor" landfill technology and its appropriateness for
the County's solid waste management approach. R.W. Beck will draft a separate
memo describing its findings and submit the document for review the week of
12/19/2005.
• Solicitation Documents
R.W. Bcck has completed and distributed the RFP -Stage 1 document. Based on
comments provided by Hawkins, Delafield and Wood, R.W. Beck is drafting a
revised RFP -Stage 1 document for distribution prior to discussion during the
weekly conference call scheduled for 12/16/05.
Hawkins, Delafield and Wood has prepared and distributed a draft of the Contract
Principles which will be the basis of the Service Contract and has revised the
document based upon discussions with the project team including Bobby Jean
Leithead-Todd of the Corporation Counsel's office.
Hawkins, Delafield and Wood and R.W. Beck have been contacting industry
service providers to gauge and hopefully generate interest in the project.
R.W. Bcck will continue to solicit comments on this document from the entire
project team to ensure buy-in of the approach and process.
The project team is currently considering the publications to utilize for
advertisement of the RFP -Stage 1. Publication deadlines may slightly impact
the issuance date of the RFP -Stage 1.
The RFP -Stage 1 document is based on the recommendations approved by
County Council on October 17, 2005. These recommendations were summarized
in the last Monthly Update.
• Environmental Impact Statement /EISPN
The EISPN has been prepared in the form of an internal draft. This draft is
currently under review by the entire project team and will be updated during the
next month for circulation to the County. The project team has also prepared an
EISPN public announcement which is ready for distribution.
• Regulatory Issues
The County submitted an application to the State Department of Health on
Tuesday, December 13. Steve Chang, Solid and Hazardous Waste Branch Chief is
quoted in the local newspapers as understanding the County's timeline and
promising to review as quickly as possible. A response to the application is
expected within two months.
• Presentations and Workshops
No presentations or workshops are anticipated until March of 2006.
• Project Schedule
While intermediate milestones have been slightly adjusted, the overall project
remains on schedule.
• Action Items and Responsibilities
o R.W. Beck to distribute revised waste reduction technology summary
memo the week of 12/19/2005.
o R.W. Beck to distribute the revised RFP -Stage 1 drafr prior to 12/16/05.
o County staff will provide comments to R.W. Beck on the revised RFP -
Stage 1 drafr and to Hawkins, Delafield and Wood on the Contract
Principles by 12/26/05.
