LLC Presentation COMMITTEES Environmental Management Chair Finance Vice -('hair Jim Hodge, the CEO of Hawaiian Waste Systems, LLC, has committed to provide a presentation to the Environmental Management Committee at its next meeting scheduled for January 19, 2005. 1 invite Council Members to review the enclosed materials and prepare questions for this presentation. Hawaiian Waste Systems, LLC (HWS), based in Seattle, Washington, is dedicated to addressing Hawaii County's solid waste disposal situation with an innovative, environmentally secure and economically competitive system of waste processing and export to the Roosevelt Regional Landfill in eastern Washington State. Specifically, HWS is proposing to process, bale and wrap East Hawai`i's solid waste at their privately -financed facility and transport the waste bales to Roosevelt, Washington under a 5 -year contract with the County of Hawai'i for a minimum of 50,000 tons per year. Preliminary estimates are that the per ton cost to the County would be comparable to the cost of hauling solid waste from County transfer stations to the landfill at Pu`uanahulu in West Hawaii. In addition, the potential for County liability from trucking trash to West Hawai'i would be avoided, a case in point being the three vehicle traffic accident this past Sunday on Queen Kaahumanu Highway involving a "County waste management 18 -wheeler" in which four people were injured. Executive Summary Hawaiian Waste Systems, LLC (HWS) is a Seattle - based company dedicated to addressing Honolulu's disposal situation with an innovative, environmen- tally secure and economically competitive system of waste processing and export to Roosevelt Regional Landfill in eastern Washington State. HWS' partners include Jim Hodge, BLT Enterprises, Inc. and HGV, LLC.; between them, they have over 100 years combined experience in the areas of solid waste, transportation and logistics solutions. The Island of Oahu and the City and County of Honolulu are facing a serious solid waste disposal crisis due to the overburdening of their existing facilities and infrastructure. Honolulu's disposal system is centered on two facilities - the H -POWER waste -to -energy incinerator and the Waimanalo Gulch Sanitary Landfill.The incinerator is currently operating at or above plate capacity, and requires the addition of a third boiler to keep up with increased demand, while the landfill is near capacity and scheduled for closure in 2008. Even with an upgrade to its incinerator, without an outlet, the City will face an expensive and lengthy siting, permitting and con- struction process to develop a new landfill. With its innovative waste processing and export protocol, HWS offers the outlet that Honolulu desper- ately needs to address its disposal predicament. HWS' system is comprised of the following components: Receipt of waste at a Honolulu waste processing facility Processing, baling and wrapping the waste • Ocean transport of waste bales to Roosevelt, WA • Disposal of waste bales at Roosevelt Regional Landfill Using proven European technology, HWS has cre- ated a waste processing and export system that is cost competitive with current disposal alternatives in Honolulu. The United States Department of Agriculture (USDA), the regulatory agency with oversight of. interstate solid waste importation, has granted initial approval of HWS' process and is in the final stages of rule issu- ance that will permit importation of Hawaiian waste to Washington State. Waste will then move to the waste baler, where it will be compressed into bales that are approxi- mately 4'x4'x8' The bales, with a density of 1800 lbs per cy, will weigh approximately .3.3 tons each. After compression, the conveyer will move the bales into a wrapping machine, wherein it will be wrapped with a PHOTO: KPG CORP. specialized, pre -stretched film that will create an air -tight package. This process, proven in Europe over the past ten years, facili- tates Hawaiian waste export in two crucial ways: 1) The density of compaction maximizes transporta- tion efficiencies 2) The air -tightness of the wrapping process creates an anaerobic environment inside the waste bale which, in a matter of hours, slows decomposition and methane production that could jeopardize bale integrity, and deprives any living organisms within the bales of oxygen to a degree that they die within days of processing. This latter benefit is the lynchpin of HWS'regulatory approval for this export; USDA has concluded that using this tech- nology "poses an insignificant risk of pest estab- lishment" in Washington State. I ra isl)ortation of Waste Bales From the Wrapping Facility, waste bales will be trucked to Barge Harbor in Campbell Park, where they will be loaded onto flat -deck barges for ocean trans- port to Washington State. Between 8,000 and 10,000 tons of waste will be shipped on each eastbound barge. P() rt l;I1HOo't'NIiiI,' ,)r., .=rlariraill 1'Vw I Kiri-lIor. `-r;0P Roosevelt Regional Landfill (Roosevelt), owned and operated by Regional Disposal Company (a wholly owned subsidiary of Allied Waste North America, Inc.), is one of the world's largest and most technologically advanced landfills. Sited in and south- central Washington, Roosevelt combines unique hydrogeo- logical features with engineered protections far exceeding federal Subtitle D requirements to ensure maximum environmental protec- tion. The composite liner system includes two feet of com- pacted clay, an 80 -mil HDPE liner and a geotextile membrane to protect the liner. This is in addition to a drainage layer that includes two feet of rock and a second geotextile membrane. Roosevelt is designed with state-of-the-art leachate collection and gas han- dling systems, creating what is essentially a bioreactor; what little leachate is created is captured and re- injected into the waste pile to promote decomposition, and methane created in the waste decomposition process is harvested and piped to an on-site energy production facility. The site itself is naturally bowl -shaped, and is situated atop the sandstone and clay stone Rattlesnake Ridge Member, which is up to 80 feet thick. Below this is the 340 -foot thick Pomona Member basalt, which con- sists of dense, low permeability clay. It is estimated that for liquid to travel through the Pomona basalt member it would take approximately 15,000 years. In 2004, Roosevelt Landfill received ap- proximately 3,000,000 tons of waste from all over the Pacific Northwest region, including municipalities in Washington, Oregon, British Columbia and Alaska. It is currently permitted for 5,000,000 tons of waste on an annual basis, and over 200,000,000 tons of total capacity. Of this total capacity, less than 15% has been used. In 1988, the company embarked upon the jour- ney to develop the regional landfill at Roosevelt and its west coast transportation networks. Host Mickitat County was seeking a landfill developer as part of its economic development strategy. Small, rural and dependent on timber and aluminum, the county wanted to diversify its eco- nomic base. Rabanco's selection set up a partnership that extends beyond a single project and a generous host fee. Working with the Mickitat County PUD, Rabanco has made the landfill a biological reactor, producing, collecting and burning methane for power production. Recently, the first power was sold to the Snohomish County Public Utility District. Now, solid waste from Snohomish County, the landfill's largest single customer, returns from eastern Washington as elec- trical power. Other power has been sold to the coun- ty's largest sin- gle employer, Goldendale Aluminum. When these young people return home, they will have a bet- ter chance to earn a living where they were raised. Roosevelt Regional Landfill is a powerful example of a better envi- ronment meaning a stronger economy. Allied Waste Industries has grown to become the second largest solid waste company in the United States. PIONEERS IN BEING THE BEST Rabanco is the largest and most sophisticated waste-by-rail carrier in North America, handling over 80,000 rail containers each year. At the center of this sys- tem is Roosevelt Regional Landfill, located in the and hills of south central Washington state. Developed in close cooperation with host Mickitat County, Roosevelt Regional Landfill has a permitted capacity of 120 million tons over 40 years and is connected to customers by truck and the transportation system of the Burlington Northern Santa Fe Railroad and its interline connections. The landfill is permitted to accept residential, com- mercial and industrial waste streams, including munici- pal solid waste, construc- tion and demolition debris and petroleum contaminat- ed soils. We accept munici- pal incinerator ash in our double-lined ash monofill located nearby. We do not accept hazardous waste or dangerous waste. The natural hydrogeology of the site and our aggres- sive regulatory compliance keep the landfill ahead of regulatory change and pro- tect our customers against future liabilities. ROOSEVELT REGIONAL LANDFILL nvironmental security is the core service offered by Rabanco. Critical components of our environmental security are excellent engineering and vigorous regulatory compliance. However, the site itself provides a measure of security simply not available elsewhere. We believe it is North America's most secure disposal site. The natural geology below the and hills of Mickitat County creates an ideal setting. The regional aquifer is 1500 feet below the landfill, separated by a massive, 340 foot thick layer of natural clay with remark- ably lowpermeability. Tests of the clay barrier demonstrate performance at 10$ cm/sec. It would take at least 15,000 years for water to move through this barrier. There is a small, local aquifer 100 feet below the surface. It is confined to the site and provides responsive, reliable groundwater performance monitoring. Precipitation at the site is vein low, between six to nine inches a year. The man-made engi- neering begins with a composite liner consisting of a two foot thick, recompacted clay layer (10- cm/sec). An 80 mil high density flexible plas- tic liner sits on top of the clay. A geotextile liner covers the top of the plas- tic and is, in turn, covered with highly permeable (greater than 10_' cm/sec) aggregate for leachate col- lection. Leachate and methane are collected by a system of pipes running through the landfill, prompting a more rapid decomposition of waste and accelerating methane production. The methane is cleaned and burned in electrical generators added on as the landfill grows, reaching a peak production of 50 MW of power a year. Only the 200 foot working face of the land- fill is exposed during the day. This operating area is covered every evening with daily cover. A composite cap con- sisting of a geomembrane liner and two feet of top- soil will be used to close the landfill. The entire site can be returned to agricultural use once it has been closed. Extensive monitoring systems are installed and will be kept operating for 30 years after the closure of the site. D E A L H Y D R 0 G E 0 L 0 G Y he solid waste con- tainer brings a new reality to waste dis- posal. It allows greater free- dom in choosing the best disposal site. Rather than squeeze a landfill into an inappropriate location, the use of containers and intermodal transportation networks make it possible to place landfills in ideal environmental settings, far from urban centers and their traffic, air quali- ty and land use conflicts. THE VERSATILE B U I L D I N G Municipal Solid Waste containers are tightly sealed and can be handled at intermodal facilities where traditional solid waste handling might not be possible. Also, the container allows Rabanco to design its services in ways that make them available to the biggest and the smallest customer. Most waste -by -rail ship- ments are dedicated to one large customer whose waste is transported direct- ly to one distant point. However, Rabanco's regional disposal system is made up of several inter- modal hubs along the rail line. Entire trains may be assembled at these hubs or containers can be attached to trains that originated elsewhere. Like a "com- muter" rail system that picks up passengers from various points, this trans- portation system helps broaden the service territo- ry and, at the same time, reduce the costs. Rabance, also designs equipment to meet the unique characteristics of its customers waste streams. B L 0 C K O F WASTE B Y RAI L 0 urs is a sophisticated system providing environmental ser- vices throughout the west- ern US. On most days, we carry 300-400 containers originating from our net- work of rail -connected transfer stations. Some of our customers will deliver 60 rail containers a day to one of our twelve inter- modal sites. Others might deliver a single container a week. All will arrive at our landfill or ash monofill on board three different trains dedicated exclusive- ly to our system. Our intermodal yard at Renton, Washington is committed to construc- tion and demolition debris from urban King County and combines a CDL transfer station fully integrated with rail. Throughout our routes in the Northwest, inter - modals similar to this one serve as hubs for gathering adjacent waste streams. G The reach of the sys- tem is extensive. We serve southeast Alaska with a barge -to -rail service and also provide international rail service from the Lower Mainland of British Columbia to Roosevelt Regional Landfill. Ash from Spokane's incinera- tor comes to our special ash monocell at Roosevelt. Roosevelt is also the desti- nation for rail and truck served markets in Idaho and Oregon. We have designed much of the equipment ourselves. Our newest designs reflect a hard- earned experience that no other company can claim. No container in the busi- ness holds up as well to the rigors of waste -by -rail as do the new generations of Rabanco equipment. As our waste streams have grown in volume, our landfill construction program has had to grow in speed and sophistica- tion. A great advantage of our site is that all the materials necessary for construction exist on it. We produce an enormous amount of aggregate from our own quarries and mine high quality clay deposits on-site for use in the landfill liner system. Environmental security over the long term is the core of our service to cus- tomers. The passion we bring to improving and maintaining today's sys- tem is the best measure- ment of how the system will operate tomorrow. Through its recent acquisitions, Allied Waste Industries also operates the two main transfer sta- tions serving the region's largest single municipal waste stream, Portland Metro.
