A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, as of December 1, 2005, the Hamakua Youth Center closed its doors to the
youth of Honoka`a; and
WHEREAS, the Hamakua Youth Center prior to its closure served between 30 and 50 youths
daily, representing over 150 students who attend on a regular or intermittent basis; and
WHEREAS, the Hamakua Youth Center provides substance abuse prevention and awareness
instruction, a positive environment for youth to participate in billiards and other games, free computer
access including Internet and a general safe haven for participating youth; and
WHEREAS, the Hamakua Youth Center is funded and managed by the Young Women's
Christian Association of Hawaii [stand (YWCA); and
WHEREAS, the YWCA reports that several unfortunate and unanticipated events led to the
closure of the Hamakua Youth Center; and
WHEREAS, these unfortunate and unanticipated events include the untimely and unexpected
departure of key personnel and the loss of the Hamakua Youth Center's primary funding source
(grant monies from the Alcohol and Drug Abuse Division, State of Hawai`i); and
WHEREAS, the YWCA has formally requested emergency fiscal support to reopen the
Hamakua Youth Center, providing a complete description of how said funding would be utilized to
reopen and reinvigorate the E [amakua Youth Center; and
WHEREAS, the Office of the Prosecuting Attorney, Cowlty of Hawaii, is in concurrence
with the YWCA's request for emergency fiscal support; and
WHEREAS, the YWCA's desire to reopen the Hamakua Youth Center is in accordance with
Prosecuting Attorney Jay Kimura's initiative to attend to the needs of youth in Hawaii by providing
safe and structured environments with the goal of preventing drug use, unsafe sexual practices and
overall juvenile delinquency, and
WHEREAS, the Hamakua Youth Center is awell-received community resource with
support from the Honoka`a Police Department, Honoka`a Intermediate and High School, the
Lokahi Treatment Centers, the Power of Choice (POCH) youth drug prevention organization, the
Salvation Army, the North Hawaii Drug Free Coalition and other community
organizations/agencies; and
WHEREAS, in a November, 2005 survey of 51 youths who utilize the Hamakua Youth
Center, 39.2% of those surveyed said that they would "probably get into trouble", if the
Hamakua Youth Center was closed; and
WHEREAS, from the same survey, the following quote was extracted, "If the Youth
Center closes, it means to me that the kids who come here wouldn't have any place to go and a
majority will spend there time on the streets and get into major trouble. Honoka`a is a small town
and the Youth Center is the only place where kids can come and feel safe."
NOW, THEREFOKE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following amount is hereby transferred and appropriated as set forth
below:
