SUBJECT: Resolution Declaring the Provision of Affordable Workforce
Housing to be a Burden and Responsibility of the County of
Hawaii, Designating the Within-Mentioned Non-Profit
Corporation as the Key fintity in Assisting the County in
Meeting this Burden and Thereby Lessening Such Burden, and
Recognizing that Without this Non-Profit Corporation the
County itself Would Have to Undertake the Affordable
Workforce Housing Activities that the Corporation Intends to
Carry Out
The Office of Housing and Community Development (OHCD) submitted
Resolution Declaring ghat the Provision of Affordable Workforce
Housing to be a Burden and Responsibility of the County of Hawaii and
the Need to Create a Non-Profit Corporation for the Purpose of
Undertaking Affordable Housing Activities Which Would Lessen the
Burden and Responsibility of the Hawaii County Government.
The Hawaii County Housing Agency reviewed and approved the resolution
titled Resolution Declaring that the Provision of Affordable Workforce
Housing to be a Burden and Responsibility of the County of Hawaii and
the Need to Create a Non-Profit Corporation for the Purpose of
Undertaking Affordable Housing Activities Which would Lessen the
Burden and Responsibility of the Hawaii County Government at its
meeting on December 21, 2005, and voted as follows:

B. Jacobson, A. Pilago, P. Hoffmann - 7

At the meeting the Chairman asked the attorney to review the
resolution because the title did not quite match the body of the
resolution.
The private attorney representing UniDev, recommended changing the
title and made minor changes to the body of the resolution.
Although, the resolution was heard at the HCHA meeting held on
December 21, 2005, I am requesting that this newly titled resolution
be included on the Council agenda for action at its January 5, 2006,
meeting instead.

RE: Resolution Declaring the Provision of Affordable Workforce

this Non-Profit Corporation the County Itself Would have to
Undertake the Affordable Workforce Housing Activities that the
Corporation Intends to Carry Out
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the
Council of the County of Hawai i, this written request is submitted
with my approval that the above-referenced matter be waived from the
Hawaii County Housing Agency to the full Council for immediate
action. In reviewing this matter, timely approval is crucial to the
activities of the Waiicoloa Employee Housing Project. It is therefore
advantageous that approval is granted and the matter placed onto the
January 5, 2006 Council agenda for review. However, in the event this
request is denied for whatever reason, I understand the matter shall
be referred to the Hawaii County Housing Agency for placement on its
future agenda.
