RE: A Resolution requesting an establishment of a temporary AD HOC fact-finding
committee.
For your consideration, I have prepared a resolution requesting that the Hawaii County Council
establish a temporary AD HOC fact-finding committee to review prior communications from
Governor Linda Lingle and Mayor Harry Kim, review testimony From public hearings held by
the Hawaii County Council, open dialogue with the Governor, Board of Land and Natural
Resources (BLNR), Hawaii State Legislature, Office of Hawaiian Affairs (OHA), and
Department of Hawaiian Home Lands (DHHL), and study options for managing and operating
state small boat harbors and boating facilities, presently under the management of the
Department of Land and Natural Resources (DLNR), Division of Boating and Ocean Recreation
(DOBOR), in Hawaii County, and submerged lands involved, and make recommendations to
the Hawaii County Council.

RE: Resolution No. 233-06 A Resolution establishing a temporary AD HOC fact-finding
committee to review prior communications from Governor Linda Lingle and Mayor Harry Kim,
review testimony from public hearings held by the Hawaii County Council, open dialogue with
the Governor, Board of Land and Natural Resources (BLNR), Hawaii State Legislature, Office
of Hawaiian Affairs (OHA), and Department of Hawaiian Home Lands (DHHL), and study
options for managing and operating Stale small boat harbors and boating facilities, presently
under the management of the DLNR, Division of Boating and Ocean Recreation (DOBOR), in
Hawaii County, and submerged lands involved, and make recommendations to the Hawaii
County Council.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this
written request is submitted with my approval that the above-referenced matter be waived from the
Committee on Public Works and Intergovernmental Relations to the full Council for immediate action. In
reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is denied,
for whatever reason, I understand the matter shall be referred to the Committee on Public Works and
Intergovernmental Relations for placement on its future agenda.
