Your Committee on Finance, to which was referred Resolution No. 210-05, reports as follows:
Resolution No. 210-05, transmitted jointly with Bill No. 178 by Director of Finance
William Takaba, via Communication No. 554. dated November L4, 2005, authorizes the Office
of the Mayor to enter into an agreement with the State of Hawaii Department of Transportation
for a Hawaii County Fire Department Lifting Bag Purchase grant.
The State of Hawaii Department of "Cransportation Public ~~ffairs -Safe Community Program,
has authorized a $36,000 Hawaii County I~irc Department Lifting Bag Purchase Grant to the
Hawaii County Fire Department, which will he used to purchase six pneumatic lifting bags to
support extrication of victims and the stabilization of vehicles involved in automobile crashes.
Pursuant to Section 46-7, Hawaii Revised Statutes, Count~~ Departments must obtain the consent
of the Council to enter into agreements with federal or state governments respecting action to be
taken pursuant to any of the powers glinted by law to fw~nish, expend and receive any funds or
other assistance in connection with projects being or to be undertaken pursuant to those powers.
During its discussion, Your l'ommittec learned that two of the new pnewnatic lifting bags will
be for new invenuny and four will replace obsolete 20-year-old pneumatic lifting hags.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 210-05
and recommends its adoption.
