Your Committee on Finance, to which was referred Bill No. 179, reports as follows:
Bill No. 179, transmitted by Director of Finance William Takaba, via Communication No. 555, dated
November 14. 2005, amends Ordinance No. OS-86. as amended, the Operating Budget ending June 30.
2006. The amendment is as follows:

The Police Department will be receiving additional funds from the State of Hawaii Department of
Transportation Public Affairs -Sate Community Program for its Community Based Traffic Coordinator
Grant Specifically, the funds will be used to reduce the number of alcohol, speed, and seatbelt non-use
related traffic fatalities and injuries by providing a community based coordinator to plan and coordinate
activities and to be a liaison behveen state, cuun[y and community agencies and organizations.
Pursuant to Section 46-7. Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the
Mayor is already authorized to .ipply for, receive and expend the foods for this program identitied in the
Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 179 and recommends it
pass tirst reading.
