Your Committee ou Finance, to which was referred Bill Nu. 180, reports as follows:
Bill No. 180, transmitted jointly with Resolution No. 212-OS by Director of Finance
William Takaba. via Communication No. 557, dated November 14, 2005, amends Ordinance
No. OS-86. as amended, the Operating Budget, ending June 30.2006. The amendment is as
follows:

The State of Hawaii Department of Transportation Public Affairs -Safe Community Program,
has authorized a Traffic Investigation Grant to the Hawaii County Police Department, which
will he used for a program to reduce the number of alcohol related fatalities and injuries, to
increase public awareness. and to provide a constant deterrence against drunk driving.
Pursuant to Section 46-7. Hawaii Revised Statutes, and Section 13-13(b). llawai`i County
Charter the Mayor is hereby authorized to apply for, receive and expend the funds for a Traffic
Investigation grant.

Your Committee on Finance is in accord with the purpose and intent of BiII No. 180 and
reconvnends it pass first reading.
