Your Committee on Finance, to which was rei'erred Bill No. 182, reports as follows:
Bill No. 182, transmitted by Director of Finance William Takaba, via Communication No. 559, dated
November 14, 2005, amends Ordinance No. OS-87, as amended, the Capital Budget, ending
.tune 30.2006, by adding the fiollowing project:
PUBLIC WORKS:
Left-Turn Pocket at Palani .lunclion 110.399.5397.1 1 $300,000
Elementary School
Funds fior these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $300,000
Fund Balance and/or other tiources
This Project, initially appropriated at $1,000,000 within the Approved FY2004-OS Capital Budget
Ordinance No. 04-75, is in need of this supplemental appropriation as the apparent low bid is slightly
higher than what was originally estimated. This project involves the design and construction of a left turn
pocket on Route 190 to channel the traffic turning into Route 180 and it should improve the movement of
traffic through this intersection-
Pursuant to Section I0-6(d). Hawaii County Charter, the Council may amend the Capital Budget for that
year with a hvo-thirds vote.
Your Committee heard testimony in favor to the measure from Eaizabeth Meyerson.
Your Committee on Finance is in accord with the purpose and intent ofi Bill No. 182 and recommends it
pass first reading.
