Re: West Hawaii Composting Facility
Dear Councihnember Isbell:
This is in response to your December 12, 2005, memorandum to me concerning the method of
funding a composting facility at the West Hawaii Landfill. You quote extensively from a December
16, 2004 letter from Lono Tyson to Barbara Bell in which he recommends that the County negotiate
with Waste Management of Hawaii, Inc. to provide design/build services and perform compliance
monitoring for the proposed composting facility.
You suggest that my office investigate why the Department of Environmental Management never
followed through on Mr. "l'yson's recommendation, and instead is requesting $1 million in funding
for this facility.
The Department of Environmental Management did follow up on Mr. Tyson's
recommendation. Barbara Bell, the Director of Environmental Management, contacted Waste
Management of Hawaii about the possibility of financing this project, and was told that Waste
Management was not interested. Written confirmation of this is contained in the attached letter from
Paul F. [3urns, the new Vice President and General Manager of Waste Management of Hawaii.
'T'hrough this process we have learned that Waste Management has changed its policy and is now
willing to discuss the possibility of funding this project. The Department of Environmental
Management will be following up on this option, as this was the funding method preferred by the
department in the first place for many reasons. The Council will be kept informed.

RE. Composting Facility
Dear Ms. Bell,
1 am writing in response to your a-mail to Steve Cassino dated December 14, 2005 regarding
potential funding for the Proposed Composting Facility at the West Hawaii Landfill Site. In that
email you asked if Waste Management's project funding policies had changed and if Waste
Management was able to 5nance a project in a similar way as was done with the West Hawaii
Landfill.
As you may know, 1 became the V P(General Manager for Waste Management of Hawaii in mid-
2005. Iunderstand it was the policy of prior management that Waste Management would not fund
new projects as was done with the landfill and that when Steve and you spoke earlier this year
about the possibility of our financing, you were told we were not interested. That policy no longer
exists. Waste Management is able to fund new projects as long as mutually beneficial terms can
be agreed upon.
Steve briefed me on the proposed project and we would very much like to meet with the County
to discuss the opportunity to assist with this project. At our meeting we can discuss in more detail
your anticipated scope of work, construction and startup schedules, preliminary cost estimates
and the opportunity for Waste Management to participate in Che this project. Based upon
information gathered at that meeting, we can then prepare a proposal for the County's review.
