A RESOLUTION "CRANSFF,RRING/APPROPRIATING AN APPROPRIATION OUT
AND FKOM THF, DESIGNATED FUND ACCOUNT(S) AND CREDITING SAMF, TO A
DESIGNATED FUND ACCOUNT(S).
WHERN;AS. the Kawaihae ~fransitional Housing Prugram, also known as Ka Hale
O'Kawaihae, was established in 1992; and
WHEREAS. Catholic Charities Hawaii, a ca~titied non-profit corporation_ has operated
the program since its inception: and
WHEREAS, the Kawaihae "transitional Housing Program is the only transitional
housing program currently available in West Hawaii that provides comprehensive case
management and supportiec nervices that arc integral to the successful placement of families into
permanent housing; and
WHEREAS, because oCchanges in finding priorities and rising costs of operation
during the past several years, Catholic Charities f iawai'i has eYpcrienced a growing budget
deficit and has struggled to fund the Kawaihae "transitional I lousing Program; and
WHEREAS. Catholic Charities I Iawai`i and the County of Hawaii have been unable to
secure along-term lease from the landowner at the current site in Kawaihae, thereby making it
difficult for the Program to secure long-term grant funding; and
WHEREAS, Catholic C harities I lawai'i is in need of additional funding to continue to
provide temporary housing for two to three years until a permanent site is fowrd and new
facilities built: and
WHEREAS, the Off ice of I lousing and Community Ucveiopment is working with
Catholic Charities f lawai'i to secure the necessary funding to I<ecp the Kawaihae transitional
Housing Program open for two to three years until a permanent site is found and new facilities

NOVV, TI1[EREFORE, BE IT RESOLVED BY T1~E COUNCIL OF TI-IE COUNTY
OF I-IAyV:~I`I that the following amount is hereby transfe~ed and appropriated as set forth
below:

I3E IT FINALLY >~ESOLVED that the County Chrk of the County of Hawaii shall
forward a copy of this Resolution to the Director of Finance and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this
Resolution.
