A RF,SOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
ANll FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S).
WHEREAS, the Kawaihae Transitional Housing Program. also known as Ka hale
O'Kawaihac, was established in 1992; and
WHF,REAS, Catholic Charities Hawaii, a certified non-profit corporation. has operated
the program since its inception; and
WHEREAS, the Kawaihae l~ransitional Housing Program is the only transitional
housing program currently available in Wcst Hawaii that provides comprehensive case
management and supportive services that are integral to the successful placement of lamilics into
permanent housing; and
WHI;KEAS. because of changes in funding priorities and rising costs of operation
during the past several years, Catholic Charities Hawaii has experienced a growing budget
deficit and has struggled to fund the Kawaihae Transitional Housing Program; and
WHEREAS, Catholic Charities Hawaii and the County of Hawaii have been unable to
secure along-term lease from the landowner at the current site in Kawaihae, thereby making it
dif{icult liar the Program to secure long-term grant funding; and
WHEKN:AS. Catholic Charities Hawaii is in need of additional funding to continue to
provide temporary housing for two to three years until a permanent site is found and new
facilities built and
WHEREAS, the Uflice of Housing and Community Development is working with
Catholic Charities Hawaii to secure the necessary funding to keep the Kawaihae Transitional
Flouring Program open for two to three years until a permanent site is found and new facilities
built.
NOW', THEREFORE, DE IT RESOLVED DY TIIE COUNCIL OF TIIE COUNTY
OF l~[AV6'A[`I that the following amount is hereby transferred and appropriated as set forth
below:

~E IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
forward a copy of this Resolution to the Director of Finance and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this
Resolution.
