A RESOLUTION COMMENDING MODERN ROUNDABOUTS FOR
CONSIDERATION IN ROAD, STREET, AND HIGHWAY INTERSECTION DESIGN
IN HAWAII COUNTY
WHEREAS, modern roundabouts have been proven to have advantages to commend
them for consideration as an intersection design; and
WHEREAS, modern roundabouts have been proven to offer operational advantages as
an intersection design, in comparison to signal lights, such as:
• Less operation and maintenance cost for intersections;
• Less electricity consumption; and
• Uninterrupted operation during electrical power fvlw•e; and
WHEREAS, modern roundabouts have, under appropriate conditions, been proven to
offer safety advantages as an intersection design, in comparison to signal lights, such as:
• Fewer collisions for autos, pedestrians, and bicycles;
• Less severe collisions;
• Fewer fatal collisions; and
• Less traffic delay at intersections; and
WHEREAS, modern roundabouts have, under appropriate conditions, been proven to
offer environmental advantages as an intersection design, in comparison to signal lights, such as:
• Less fuel consumption due to cars idling at intersections and accelerating from a
complete stop;
• Less air pollution due to cars idling at intersections and accelerating from a complete
stop; and
• Positive aesthetics. with the view at an intersection being greenscape instead of
overhead wires; and
WHEREAS, notwithstanding the above advantages, modern roundabouts, in comparison
to signal lights, are not appropriate as an intersection design under one or more of the following
conditions:
• Unbalanced approach volumes in the flow of traffic;
• Insufficient vehicular gaps in major traffic flow;
• Very high intersection volumes;
• Close proximity to a high volume signalized intersection; and
• High-speed roadway characteristics.
WHEREAS, operational efficacy, traffic safety, and environmental impact are vital
considerations in design and maintenance of road, street, and highway intersections.
NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii
that modern roundabouts are commended for consideration as a useful tool and for evaluation as
a viable alternative under appropriate conditions, when designing new intersections or improving
existing road, street, and highway intersections; and
BE IT FURTHER RESOLVED that the Hawaii County Department of Public Works
shall evaluate modem roundabout design as a viable alternative under appropriate conditions, for
building new and for improving existing road, street, and highway intersections in the County of
Hawaii; and
BE IT FURTHER RESOLVED that the Hawaii County Department of Public Works
shall implement the appropriate alternative recommended for the design for any particular road,
street, or highway; and
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this Resolution to the State Department of Transportation, the Office of the
Mayor, and the County Department of Public Works.
