Dear Chairman Higa and Council Members:
After consulting with my various departments, and receiving input from the
Council, I have put together a tentative list of projects and issues that I will be
pursuing at the 2006 Legislature.
I look forward to working with you and the Council throughout the legislative
session, and I hope that the County can present a combined list to the
Legislature that reflects our top priorities for state funding.
This continues to be a work in progress, and the items on the attached list are
not being presented to you in priority order.

Legislative Package for 2006
CIP:
Queen KHighway-$30M for Phase 2 improvements
Kailua-Kona Senior Center-$9M
Puna Recreational Complex-$8M
Kailua Old Airport Park-$1M
Police telecommunications-$24M
Roads in limbo, State and County partnership-$2M
Flood plain mapping-$lOM
Other money issues:
EMS personnel for aerornedical helicopter-$512,931 for six positions
Fight coqui frogs-$2M
Community anti-drug fund-$200,000
Housing- We will not be introducing any specific bill, but County will support
any and all efforts to repair and expand the State's inventory of housing.
Harbors- Again, we will not introduce a bill, but County will support all
measures to repair and/or retrofit Hilo Harbor, Kawaihae Harbor, and our
"recreational harbors." Deferred maintenance has taken a toll, and there is
also a need for expansion.
Legislation:
Clarify the status of "faun dwellings" on agricultural land
Improve ability of government to rehire retirees, by dealing with pension
issues, to ease employment shortage
Tax on cruise ships
Amend impact fee law to allow County-collected funds to be used for State
highways
Repeal Automatic Approval Law (HRS 91-13.5, dealing with business and
development-related permits, licenses, zoning approvals, etc.)
Amend Chapter 205 to provide an easier process for county-initiated boundary
amendments from agriculture to urban, when the property is urban in
County's General Plan
Repeal sunset dates on liability protection for County (Act 190, 1996; Act
170, 2002; Act 82, 2003)
Limit liability for users of ATV and motorcycle facilities, perhaps similar to
the limits on liability for skateboard park users
Amend liability of firearms owners, when owner is a government entity
