Re Operating Budget
The County of Hawaii, through its Office of Housing and Community Development (OHCD), and
Catholic Charities Hawai i are working together to evaluate the actions necessary to sustain the
Kawaihae Transitional Housing Program for at least two (2) years. The County intends to work
cooperatively with the Catholic Charities to keep the only transitional housing program currently
available in West Hawaii, which provides comprehensive case management and supportive services
that are integral to the successful family placement into permanent housing viable. Council members
K. Angel Pilago and Pete Hoffman are each contributing $10,000 from their respective discretionary
funds (council relief contingency account) for fiscal year 2005-06 to help sustain this program. They are
both submitting resolutions to transfer their funds out of the contingency account and placing them in the
General Fund's Transfer to Housing Fund account.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating that $20,000 to
create the Kawaihae Transitional Shelter account within the Office of Housing Fund.
For the purpose of having this appropriating bill proceed concurrently with the Council's transfer of funds
resolutions, the OHCD would like to request a waiver from the Finance committee and have this bill
heard also at the Council meeting scheduled for January 20, 2006.

operating budget for the County of Hawaii for the fiscal year ending June 30, 2006.)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

REQUEST FOR COUNCIL ACTION

A. REQUEST:
The Office of Housing and Community Development (OHCD) respectfully requests to increase appropriations of
$20,000 to the Housing Revenues: Transfer from General Fund (152.3609.11) and appropriate it to EXPENDITURES:
Kawaihae Transitional Shelter (152.461.5466.36.115).
This is a companion bill to the resolutions which transfer $20,000 out from the Clerk's Contingency Relief
account (by Council members K. Angel Pilago and Pete Hoffmann) to the General Fund's Transfer to Housing
Fund account.
As time is of the essense, a request has been made to waive this item from Finance Committee, and send it to
the full Council meeting scheduled for January 20, 2006.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

permanent site if found and new facilities built.

services that are integral to the successful family placement into permanent housing viable.
