Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget by appropriating an
additional $4,000,000 to the Hawaii County Building Improvement project, thus increasing
this fiscal year's funding from $1,500,000 to $5,500,000. The project's initial scope of work
was to replace the existing metal and built-up roof on the Hawaii County Building, in order
to maintain continued use of the building. The additional funding is needed as the project's
scope has now been expanded to include incidental and supplemental work to complete
the removal of asbestos fire proofing on roof trusses, above ceiling spaces, AC equipment,
and floor tiles.

A. REQUEST:
Amend Ordinance 05-87, the Capital Budget by increasing the appropriation 110.199.5191.32.115
for the Hawaii County Building Improvements by $4,000,000.00 for a new total of $ 5,500,000.00.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Repair/Maintenance: This project is needed in order to maintain continued use of the building. The
existing metal roofing is the original roof installed in 1965 and requires replacement. It is in poor
condition with numerous leaks. The built-up roof covering the center roof columns have standing water
between felt layer that has penetrated into the concrete structure. This project also has an expanded
scope that includes incidental and supplemental work to complete removal of asbestos fire proofing on
roof trusses, above ceiling spaces, AC equipment, and floor tiles.
