Here's my
testimony that I had hoped to provide to you, prior to your public
hearing: 1. I am in favor of the Inaba rezoning.
2. Property owners have rights to utilize their lands. They should
not be held re spons-ible for pre-existing drainage conditions. The
existing County grading ordinance, will dictate that the landowner is
responsible to mitigate all increases in flow, that. might otherwise
flow off of their property. Mr. Yoshio Inaba is a licensed Civil
Engineer and an ind-_vidual that has much experience with sound
engineering design on the island of Hawaii. He will be able to design
adequate drainage Facilities to address the increase in storm flows.
3. Should you ha~~e any questions, I can be reached by email or by
cel] phone: 936-7129. 'CO clari E}~, Z am providing this testimony as a
resident of Waimea and a former Deputy Chief Engineer of the County of

Hawaii. I am NOT providing this testimony as a representative of my
employer, nor as a.n officer of the Waimea Community Assn.

Mahalo

Riley Smith
No. y~3.~
RdE To:
Raf.
