Here's my <br /> testimony that I had hoped to provide to you, prior to your public <br /> hearing: 1. I am in favor of the Inaba rezoning. <br /> 2. Property owners have rights to utilize their lands. They should <br /> not be held re spons-ible for pre-existing drainage conditions. The <br /> existing County grading ordinance, will dictate that the landowner is <br /> responsible to mitigate all increases in flow, that. might otherwise <br /> flow off of their property. Mr. Yoshio Inaba is a licensed Civil <br /> Engineer and an ind-_vidual that has much experience with sound <br /> engineering design on the island of Hawaii. He will be able to design <br /> adequate drainage Facilities to address the increase in storm flows. <br /> 3.
