TESTIMONY IN SUPPOR'C OF THE INABA REZONING: WAIMEA
COUNCIL CHAIR HZGA,
I apologize for not attending your public hearing in Waimea on Monday.
Unfortunately, I wa:; in Honolulu and unable to attend. Here's my
testimony that I had hoped to provide to you, prior to your public
hearing: 1. I am in favor of the Inaba rezoning.
2. Property owners have rights to utilize their lands. They should
not be held re spons-ible for pre-existing drainage conditions. The
existing County grading ordinance, will dictate that the landowner is
responsible to mitigate all increases in flow, that. might otherwise
flow off of their property. Mr. Yoshio Inaba is a licensed Civil
Engineer and an ind-_vidual that has much experience with sound
engineering design on the island of Hawaii. He will be able to design
adequate drainage Facilities to address the increase in storm flows.
