Reasons for Opposition
a Since June 2004, some 18 months has past and both Maui acct Hawaii counties are soil
requesting information from Chairperson Peter Young. Would an ,~.d Hoc fact-finding
committee be in a better position to obtain the information

Division of Boating and Ocean Recreation (DoBOR) facilities per Chiairperson Young's
email on November 28. 2005.

a telephone conversation on January 3, 2006, that City and County of Honolulu is in t,:e
process of informing Chairperson Young, that they will decline the `iaste of H ~waii's o"f-r t~

County of Honolulu can not afford the cost of all the deferreo capital Improvement proj~ecta that
was the result of the State of Hawau years of neglect
e. Maui County, Mr. Don Couch, Mayor Arakawa's Execut!ve Assistant (270-7219), stated
during a telephone conversation on January 4, 2006, that Mai.!! Coc,!nty is "interested" in
exploring the taking over the management of the DoBOR facilities. However Maui i punt;r has
requested additional information from Chairperson Young before making any decisio^

all deferred repairs and maintenance projects? Is the revenue stream sufficienl to pay
for the debt service of the bond float and the operational expenses to manage tr+~~ srna4
harbors and ramps on the Big Island?
Summary:
a. I agree that the State of Hawaii as stated by Governor Linda ~irn;lle and Chairperson.
Young, has failed to properly manage the small boat harbcr facilities under the umb~'I th=.

a perception that only two options are evadable for the management of DoBC>R facilitie-> o` that
:c transfer responsibility to the counties or privatization
The most viable option would be for the State of Hawaii taVciny full responsibility for the
years of neglect of the small boat harbors and ramps and address the serious Fnobirm
directly. The State of Hawaii has the financial resources grea"er than the Caw~~tp cf
Hawaii.
b. The Department of Transportation -Harbor's Division transferred to DoBC~R $152,ir,3,000
of deferred of capital improvement protects as stated in the R PJI. Tewill reposed in 199 whicr~

c. For many years, the State of Hawaii legislature has beer: w lling 1o provide non-
reimbursable general obligation bonds as a source of funding for capital improvement prc,ects
but only to have DoBOR testify against them due to the fact that those projects vdere n:,t pert of
