Comm. 66.34: FINAL REPORT -COMMUNITY ORIENTED POLICING SERVICES (COPS)
GRANT

Comm. 587: AN ORDINANCE AMENDING ORDINANCE NO. OS-87, AS AMENDED,
(Bill 187) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2005 TO JUNE 3Q 2006 (adds the Parks and
Recreation, Kea`au Shipman Park Lighting project for $550,000)
From Council Member James Y. Arakaki, dated December 1, 2005, transmitting
the above bill. The community has requested that the County provide lighting
during hours of darkness for safety and recreational purposes. This will provide a
safer environment for exercisers and will be the only park available in the Puna
District during the evenings and early mornings.

Comm. 597: AMENDS ORDINANCE NO. OS-87, AS AMENDED, RELATING TO PUBLIC
(Bill 190) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR
JULY 1, 2005 TO JUNE 30, 2006 (increases the Environmental Management, East
Hawaii Regional Sort Station project by $3,900,000 to bring the total project cost
to $6,100,000)
From Finance Director William Takaba, dated December 9, 2005, transmitting the
above bill. After the original appropriation of $2,200,000, the bids have been
received, with the lowest base bid price received being $9,338,285. After adding in
related expenses for construction management and field change orders, the
expected total project cost will be $10,088,285. Previous funding appropriated was
$6,200,000, which leaves a shortfall of $3,888,285. With the additional funding
requested, the County can proceed to award the contract for the reload building, the
associated roads and utilities and the scale house and scales, which correspond to
the base bid for the East Hawaii Regional Sort Station Complex.
Comm. 598: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN
(Res. 228-OS) AGREEMENT WITH THE STATE OF HAWAII FOR THE STATE OF
HAWAI`1 DEPARTMENT OF THE A'T'TORNEY GENERAL, PURSUANT TO
HRS 46-7, FOR THE SEXUAL ASSAULT MULTI-DISCIPLINARY TRAINING
GRANT; and
(Bill 191) AMENDS ORDINANCE NO. OS-86, AS AMENDED, THE OPERATING
BUDGET FOR THE COUNTY OF HAWAI`1 FOR THE FISCAL YEAR
ENDING JUNE 30, 2006 (appropriates a $34,500 Sexual Assault
Multi-Disciplinary Training grant)

above resolution and bill. These funds will be used to coordinate a statewide 3-day
training program aimed at improving the delivery of sexual assault services within
the criminal justice system.
Comm. 601: AMENDS ORDINANCE NO. OS-87, AS AMENDED, RELATING TO PUBLIC
(Bill 192) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR
.IULY 1, 2005 TO JUNE 30, 2006 (adds the Public Works, Kaumana Drive
Sidewalks project for $150,000)
From Council Member Donald Ikeda, dated December 12, 2005, transmitting the
above bill ,which addresses safety concerns of residents and handicapped residents
using Kaumana Drive tiom Lele Street to Pu`uhina Street. The project would add
700 feet of sidewalk to the existing Waianuenue Avenue sidewalk corridor.
Kaumana Drive and Waianuenue Avenue are heavily traveled roads especially
during school hours.

Comm. 603: AN ORDINANCE TO AMEND ORDINANCE NO. OS-86, AS AMENDED, THE
(Bill 193) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YEAR ENDING JUNE 30, 2006 (adds an additional $101,138 into the Coastal
Zone Management expenditure account)
From Finance Director William Takaba, dated December 19, 2005, transmitting the
above bill. The National Oceanic and Atmospheric Administration (NOAA) of the
United States Department of Commerce is providing this additional funding for the
Planning Department's Coastal Zone Management (CZM) work program for this
fiscal year. The additional funds will be used to 1) undertake review and revision
of the County Subdivision Code to incorporate green infrastructure principles and
reduce environmental impact; 2) review existing codes to determine whether
amendments are needed to promote environmentally sensitive design in agricultural
and rural areas; 3) continue to support the Downtown Hilo Envision project by
facilitating the development of evaluating and measuring progress of the living
action plan against smart growth principles; 4) replace equipment necessary for
field surveys and inspections, meetings, presentations and enforcement of shoreline
areas; and 5) attend workshops and/or conferences related to the CZM program.
Comm. 604: AN ORDINANCE AUTHORIZING THE MAYOR OF THE COUNTY OF
(Bill 194) HAWAII TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT
FOR A STATE WATER POLLUTION CONTROL REVOLVING FUND LOAN
FOR WASTEWATER PUBLIC IMPROVEMENT PROJECTS; AND
AUTHORIZING THE ISSUANCE OF $5,500,000 GF,NERAL. OBLIGATION
BONDS OF THE COUNTY OF HAWA1`I FOR THE PURPOSE OF
FINANCING QUALIFIED WASTEWATER DISPOSAL IMPROVEMENTS OF
THE COUNTY OF HAWAII; and
(Bill 195) AN ORDINANCE AMENDING ORDINANCE NO. OS-87, AS AMENDED,
RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY I, 2005 TO JUNE 30, 2006 (adds the Public
Works, Large Capacity Cesspool Conversion -State Revolving Fund project
for $5,500,000)
From Finance Director William Takaba, dated December I5, 2005, transmitting the
above bills. The U.S. Environmental Protection Agency (EPA), on December 7,
1999, had promulgated a regulation prohibiting the construction of new large
capacity cesspools, and a requirement that all large capacity cesspools must be
closed or upgraded to prevent the endangerment of underground sources of
drinking water. The Department of Public Works has taken the lead for the
replacement of large capacity cesspools at County facilities. Results of the first
five competitive bid packages, which were for 17 of the 103 conversion sites, was
68 percent higher than the engineer's estimate. An additional appropriation of
$5,500,000 will be required to bring the balance to the engineer's revised estimate
of $12,500,000. These funds will conic from the State Water Pollution Control
Revolving Fund (SRF) loan.

Comm. 605: AN ORDINANCE TO AMEND ORDINANCE NO. OS-86, AS AMENDED, THE
(Bill 196) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YEAR ENDING JUNE 30, 2006 (appropriates $15,000 to the Department of
Liquor Control'spublicprograms account)
From Finance Director William Takaba, dated December 12, 2005, transmitting the
above bill. These funds will be used to conduct programs for the public which
promotes compliance to liquor laws, including educational programs, youth
programs, enforcement training, and promoting responsible drinking and driving.
